Conspiracies are a bit like eminence, so here’s a commander based on Hold the Perimeter. Torezza, Disturber of the Peace Legendary Creature — Goblin Warrior Eminence — At the beginning of each player’s upkeep, if Torezza is in the command zone or on the battlefield, that player creates a 1/1 red Goblin creature token with “This creature can’t block.” Menace Whenever a creature dies, Torezza deals 1 damage to each player. If that creature was a Goblin, goad target creature. 5/3

Based on Back-up Plan, I present: Agendas would be the commander-exclusive version of conspiracies. Eminence would be used for start of the game effects, whereas "if this card is your commander" clauses could help with basic rules changing. Making these cards not only be in your command zone but be actual spell commanders would mean you're expected to be able to cast them multiple times. Effects need to be worded to account for how potentially powerful or complex such effects would be if they happen several times or at a more advanced point in the game. A Back-up Plan effect is basically a free Mulligan, but it can be really powerful when you have less cards in hands. In addition to these, like with Backgrounds, there could be some commanders that just let you add a conspiracy within their color identity as a second commander. For example: {Spoiler}

I pick "any conspiracy card" then, because I think it would be nice to reuse individual older conspiracies you like without having to make a Cube around them. Merko, Secondhand Contractor Legendary Creature - Dwarf Mercenary If Merko is your commander, choose a color before the game begins. Merko is the chosen color. Choose and seal a Conspiracy (You can have a Conspiracy as a second commander, but it starts face-down in the command zone. You must pay to turn it face-up.)Whenever a permanent or card you own is turned face-up, you may pay . If you do, draw a card. 0/4 "I'd rather cash in on a good fifty years than break my remaining bones in ten."
