Neottolemo The elemental was nearly about to solidify when Hyle had reacted with her own magic. Unable to respond, the elemental could only thrash and moan, horribly loud, as it returned to the water it had disturbed. All was quiet for the moment, the water still as whatever magic that had conjured the thing dissipated, before a low clap echoed across the water. Standing somewhere she definitely hadn't been before, was a tall, pale figure. Eyes of amber, wings of midnight, and six...yes, six, arms, one pair of which was currently clapping at the display. "Interesting response. There is no need to prepare to fight, when there is nothing to fight."{Response Card - Spiteful Summon} Power of the Spin: Jojo reference for the win. Also bounce tribal sounds interesting conceptually. 10/10 I reject my humanity! JoJo!!
Spiteful Summon: The name is a bit odd but I like it. This could probably be in :R:: as well if it did damage instead of life loss but is probably better for the kinds of deck this wants to be in so... Anyway, this is a modern Gaea's Skyfolk with synergy potential with flickering, self-bounce and stuff. I feel like losing 2 life could work better for both balancing and aesthetics purpose, but this is a neat idea. 9/10

Hyle swims towards the shore and pins her elbows on it. She bares her teeth for a moment, before switching to a regular frown. "I am Hyle Seritani. If you want a fight, challenge me." Her expression softens for a moment and she smiles slightly. "Really, I'd be happy to oblige." Her features harden again for a moment. "But please, do not wrong the waters. They can get difficult. ...You are, in fact, here to challenge me, aren't you? The waters here have been attacked before, but this is the first time that the one behind an attack on them willingly showed her face, so I presume this was the first time you raged against them, and from your reaction, it seemed like a way to test me."
I'm assuming the Spiteful Summon didn't actually show up and that it was just narrative stuff to descrive why Rudara attacked and give a response that is also immaterial. If I'm wrong, tell me and I'll edit stuff.
Orderly Conduct Enchantment Creatures you control get +0/+1 and have reach. Creatures can't attack you unless their controller pays for each creature they control that's attacking you.
Calling for aid for Merfolk Sovereign. Who also does not actually show up, for the record.

"It is well in my interests to know the capabilities of the people I speak with." Rudara took several steps closer to the merfolk, stopping only a few steps away from her at the shoreline. Either she was extremely sure of her ability to repel an attack by water, or very stupid, and she did not carry herself with the poise required for the latter. Of your abilities, and your associates." {Response Card - Intruding Inquiry} Intruding Inquiry - Instant - Target opponent sacrifices a nonland permanent they control. Her associates? ...No, she couldn't be with the Arm of Cruelty, she'd already know everything otherwise. ...Her abilities? "I'd be wiling to help you learn, but do I really interest you as much as the High Builders?" Those had to be the associates she had been talking about, after all, right?
Intruding Inquiry: Not 100% sure on the rarity but I like the concept. 9/10

Monuments capable of moving vast quantities of water, architecture to defy the expectations of reality, and most importantly, material that will last the ages. I could learn these things on my own, in time, but time for me is limited, as it is for all the people who would appreciate my works."

I've mainly learnt cryomancy, hydromancy, and light manipulation, though I know other stuff as well, such as a bit of telepathy, and am learning to control my innate telekinetic abilities. Oh, I'm not sure this is relevant, but I'm the seventh of twelve princesses of Lagan Tantid, the city under the lake of the same name. The title's really more of a formality. Our parents still nominally rule, but it is doubtful any of us will. As for the High Builders... They have not shown themselves in the Arena before my eyes, and they're definitely not planeswalkers.. They might be able to come here eventually, though. I don't know the full extent of what they can do, but I definitely heard their voice once here.
They terraform the world to be more beautiful, often referencing some mathematical principles they innately possess. Fjords, lakes, crystal formations, valleys, rivers, plateaus, mountain ranges... That's their usual work. When they help create a city, such as Lagan Tantid, they will usually do that by reshaping the nearby landscape. They'll either mold an unhabited area according to their wishes, or ask the people who live there if they'd be okay with certain specific modifications. There are four of them that I know of. Their names are Leivya, Steirun, Zagr, and Lei Koen. Their individual powers differ, but they can all do what I just told you about.
They work for free, as they do not appreciate money, but can be a bit capricious. They are locked in a war with their traitorous siblings, the Arm of Cruelty, who seek to destroy their creations. They do not fight back in person, as their powers cannot be used to do harm, but they erect the structures they built again. The conflict goes through periods of calm and fury. It's been some time since I've heard any news on that front. I originally came here to hear a mercenary for that war, actually. He was an elf, and his name was... Rekal Aari, I think. But the High Builders convinced me to take a break here as well, and not come back until they bring me more news. ...Also, they're all taller than you."
Invested Investors: The name feels like a creature, but I think I like the card. I'd probably change the activated ability to sorcery speed only, though, so it's easier to answer. 8/10
Easy To See Sorcery Reveal your hand. If there are two or more permanent cards with different names and converted mana cost 3 or greater in your hand, target opponent chooses one of them. Put it on the battlefield under your control.

Intriguing. 7/10 The version of easy to see I posted actually doesn't give your opponent anything. What you're describing is interesting, though. In the interest of honesty and stuff, you can, like, re-judge it and give it a different score if you'd like.
Gathering of Minds: Now this is podracing. Another card that can technically be done in mono but feels pretty darn ::G: flavourfully and doesn't feel wrong mechanically in ::G: ; in fact, being two colour probably helps balance it here. I like this more than the Monsoon dude because it feels like the kind of card that decks really want. 10/10

"Their magic helps them work more quickly. They say the only reason it took a week to make Lagan Tantid was because all four of them were working on it at the same time and kept bickering about what they were supposed to do, and of course my people kept chiming in and talking about their necessities, and they had to satisfy them. It takes them seconds to raise a mountain with a thought, then move it a few kilometres away and create a lake in its place instead. But they're kind. Since their passion projects take so little time and yet never end, they will build what you ask them, not build what you asked them not to, and keep walking, or swimming. Oh, and they can use other magic in addition to changing the landscape. Steirun taught me many things about shaping ice; Lei Koen, light magic, and telekinesis; Zagr, some telepathy; and I started to play with the currents by observing Leivya. ...And seriously, they're like, several time your size. I've no idea why this is coming to me as an important information though. I don't think I really pay attention to that stuff usually.
Now, I am happy talking about myself and the High Builders, but I've no idea who you are yet. Are you ashamed of your name? And surely you are underselling yourself, talking about your, I quote, 'lack of skill in all things'."
Chattering Sprite Creature - Faerie Rogue Flying When Chattering Sprite enters the battlefield, target player draws a card, then look at that player's hand and choose a nonland card from it. That player puts that card on top of their library.

Are you able to assist me or not?" {Response Card - Directed Efforts}Directed Efforts Enchantment - If you would put a card on top of your library, put it into your hand instead. Focus is a state of mind rarely achieved.
Chattering Sprite: Interesting, but I'm not sure what to compare this to. Technically it's like a weaker black Duress sort of, but eh, it's seems alright. 7/10

"I don't know", two voices speak at once. One is Hyle's, and has a hint of fear and mounting anger behind outward politeness. The other is calm, soft, serene. It is heard as clearly as if it was spoken by someone quite near to Rudara, but no one can be seen there. In the distance, a sound like a spring extending after being pressed down, but extremely slowed down, could be heard. Its source were the approaching steps of someone who quickly became visible.
"I will try to help you." "Lei Koen!" "Hyle, you have a lot of questions, yes? They will be answered, in time. You wouldn't mind leaving me and Rudara alone, yes? We will catch up right after that." Hyle hesitates. Then she takes another look at Rudara and nods. She disappears beneath the waters. "I see the location to be molded, and a shape that will hold up stable and solid. I see the existing strands of light, of stone. Rearrange them. Layer them. Bend them. Create the shape I have seen." With a gesture, Lei Koen creates a new river, an intricate formation of rose and azure hard light crystals running alongside it as far as the eye can see. In front of Rudara, a white hard light octahedron slowly coalesces, smaller than her palm. "You can make a small shape, yes?"
Start Small Sorcery Search your library for a creature or artifact card with converted mana cost 2 or less, reveal it, then shuffle your library and put that card on top of it. You gain 2 life.

A powerful ability, one she would be pleased to put to her own use. She smirked, turning back to the entity. "You ask so little of me, but yes, I have that power."
Holding one hand in front of her, Rudara focused her attention on her palm, fingers curling as she sought to replicate the shape. A moment passed, then a few more. Then several more. It seemed Rudara was having difficulty with... A shudder shook the earth as the ground across the river broke, the dirt and stone cracking, crumbling, then reforming as it pushed up into the air, slowly, but surely, forming the halcyon shape. Satisfied, Rudara's hand relaxed, and the monument remained, a massive recreation of the octahedron crafted from stone and soil. "It seems my craft prefers more a more visceral medium than light." {Response Card - Think Big} Easy to See: Sorry about that. When I wrote that I meant it's wording prevents duplicates of the same card from making your opponent have a non-option of which you get to cast. Original score still stands. 7/10Start Small: Similar to Enlightened Tutor, I originally read it as a better Imperial Recruiter before realizing it said CMC, not power. Seems like a stronger Revitalize, though the tradeoffs between true replacement, lifegain, and speed are hard to tell in a vacuum. 8/10

Think Big: Honestly this doesn't really work as an X spell imo since it's bad in a lot of modes. Would rather see it at scry 3 draw a card with kicker and "If CARDNAME was kicked, instead scry 4, then draw four cards", or something. Name and flavour are nice though. 6/10

Neottolemo Rudara was many things, that was much was certain. She could summon monsters from both pits of darkness and skies of light. Master feats of fire and reverse the tides. Both mortal and beast were no match for her. Rudara, by her nature, was many things, but she did have a propensity towards certain methods to forward her goals. She did not dominate those she would see as her worshipers. Her path to power had been paved in respect, charity, understanding. Never had she forced a mind to her whim, had a blade held to a disloyal throat, nor driven the livelihoods of her opposition into dust. Rudara had the power to destroy, but she did not use it to further herself. She used it to defend herself. The rock refused to budge at the entities touch. It was crafted by the hand of one who knew how, and could, last an eternity. {Response Card - Eternal Resolve} Eternal Resolve - Enchantment - Creatures and lands you control untap during each player's untap step. Creatures you control get +1/+1. "Satisfied?" Push Away: Like Ice Over but temporary, but it replaces itself. Interesting cantrip. 8/10

Eternal Resolve: Hey that's pretty neat. Reminds me of Mirari's Presence and Prophet of Kruphix. This kind of effect is usually at five mana but I don't think this would break anything. 9/10

With that, Rudara made a short gesture, before turning away from the entity. She had much to do with her newfound gift. And so little time... Galvanic Clocktower: Unwinding Clock's bigger, stronger dad. Seems fine. 8/10

"I seem to have become lost. Could you tell me where I am?"Waterlogged Map Artifact , , Sacrifice ~: Search your library for a basic land card, reveal it, put it into your hand, then shuffle your library. If it's an Island card, scry 1. Waterlogged Map would make for a neat cycle, 10/10

Dryad Greenseeker feels more acceptable to me because that one's also got usage as a blocker. I feel like this is just a bit inconsistent? 6/10

I don't really want to force Karina to stay or I'll cry or something so I'm ok dropping it here I'd rather buff the other two effects than diminish the lifegain and the cost here personally if the other effects aren't strong enough

Instead, she decides that'd take too long and just sort of sniffs, using her sense of smell to detect what kind of salts and/or magic there could be in the river, and in which quantity.
Hydrogenerator: It's an interesting idea but I feel like this fixing is too good, honestly. 6/10
Detect Chemicals Instant Counter instant, artifact, or sorcery spell. Add one mana of any colour that was spent to cast that spell.

NeottolemoDetect Chemicals: Adding mana is cool and thematic here, but it's also kind of awkward since it's unlikely you'll actually get to use that mana, especially in Limited where this is most likely to show up. It also requires your opponent to keep track of exactly which colors of mana they spent on generic costs, which could be nontrivial especially with mana fixers. All in all, this idea has potential. But it should probably care only about the spell's colors or mana spent on its colored costs, give a bigger or more useful reward, and definitely not be common. 7/10.Other than the vaguest hint of something faintly metallic, nothing about the river's scent seems to have changed.
Hyle hears a faint bubbling hiss. When she looks up again, the robot is gone.
