What is MSE Modern?
MSE Modern (MSEM) started as a format to allow the community to play with all these sets they've been designing in an easy fashion. The problem with the original implementation was that sets weren't chosen to represent the MSE community. Almost every set was added in, regardless of whether it was a good set or not. This lead to an unstable level of balance between sets, with some sets being very powerful, other very weak, some were tested, some had never been played with before. This made curating and designing for the format difficult. That's where MSE Modern 2.0 steps in.
The MSEM Council accepts set submissions from creators that want to be involved in MSE Modern. These are intended to be sets that were being developed and being edited to make them as good as they possibly could be. To make sure sets being added to MSE Modern showed off the best MSE had to offer, and not the broken, unplayable side that people might think from looking at custom cards, we curated these sets, suggested changes, and pointed out problem cards according to a list of guidelines that we would be using to vote sets into the format after these fixes and been done.

Banlist
Like all formats, occasionally cards will slip through the cracks or interact in unexpected ways. While we normally prefer to change these cards, if the designer is unavailable or unwilling to change the card, it may be banned for the health of the format.

Submissions
If you're thinking about submitting a set to MSEM, please review the submission guidelines, then when your set is ready, send it to any one of the MSEM council members and it will be put into the running for the next release.
Set Submission Policies
Submission Process
Initially, council members would review every set submitted and offer suggestions and concerns to the designers. Every two months, sets that had been through this review process would be voted on and accepted or rejected. This resulted in us spending a lot of time bouncing sets back and forth either for it to be rejected or for us to become the set's balance team. Due to this, the process was changed:
• Submissions will be open for two months before each release. Anyone who did not have a set accepted during the previous release can submit one set, provided it has not gotten two strikes from this system already. It is highly recommended that you get feedback from the community before you do this, as we will no longer provide an automatic "list of fixes" after this step. Many council members will be happy to help before submissions though.
• After these two months, submissions will be closed and the council will review the submissions according to the guidelines. Each member of the council will rank the sets they did not submit from 0 to 4. Once each member has their list, they are revealed and the average is calculated.

2. Set Symbol Policy. All sets in MSEM will have a unique set symbol to identify the cards. Any set without a custom symbol will not be accepted into MSEM.
3. Appropriate Art Policy. All art in a MSEM-legal set will be passed through a judging panel (the same people who determine whether a set is quality enough to be in the format) and any art deemed inappropriate for any reason by the judges will either be changed or the set will not be accepted into MSEM.
4. Reprint Policy. Any card at uncommon or common rarity will be fair game for any other designer to reprint in their set, with proper creator credit. This allows for the less flashy format staples to be reprinted, rather than amassing a large sum of cards that are functionally similar but not exactly the same.
5. Name Policy. Cards that share a name with a card already existing in MSEM will need to be changed or the set will not be accepted into MSEM. We have an exporter to easily check for these, so you don't need to memorize over 9000 card names.
6. Mechanic Policy. Mechanics sharing a name with a mechanic already in MSEM will need to have their name changed or the set will not be accepted into MSEM. Mechanics that are functionally identical to MSEM-legal mechanics will need to be changed to match the pre-existing mechanic or the set will not be accepted into MSEM.
7. Functional Similarity Policy. The MSEM judges will pass through the set and any card that serves a very similar role to a card already existing in MSEM will be strongly urged to be changed to a reprint of that card in MSEM so as to not overload the format with specific effects. This will be done only to cards that might have an effect on the format itself (so typically not limited-only cards).
8. Overpowered Card Policy. Any card deemed too powerful for the format will be prompted to change. Cards with no obvious nerfs (complex mythics, for instance) will be banned. Cards with possible nerfs will be discussed with the card creator, who can choose to either change the card or simply leave it banned.
9. Syntax Policy. Not every syntax error is caught before a set is entered into MSEM. Any syntax errors missed will need to be changed, but are not ground for removal from MSEM.
10. Flavor Text Policy. Inclusion of flavor text is at the discretion of the designer. Lack of flavor text is not grounds for removal from MSEM.

• Spring Release: April 1st
• Summer Submissions: April 1st - May 31st
• Summer Release: July 1st
• Fall Submissions: July 1st - August 30th

• Wildcard Deadline: October 31st

• Any set that ranks 0 from more than half the council will be given a strike. These sets do not meet the standards of MSEM and will need some serious work if they want in. Once a set has gotten two strikes, essentially being voted as worse than not adding any new cards at all even after an update, we will no longer accept its submission.
• The two highest ranked remaining sets will go through whatever revisions they need and be accepted into MSEM. This means an update may have one or even no sets if none beat 0 rank. Finally, any remaining sets that ranked better than 0 rank will not be added, but are freely able to be revised and resubmitted. These sets that get an average 1.0 or better will be added to the Wildcard contenders.
• After approximately two weeks of voting and two weeks of working with the designers of the winning sets, they will be added to MSEM at the beginning of the next month in the Spring, Summer, or Fall Release. Their designers won't be able to submit for the following release (but will be free to again afterwards.)
• At the end of the year, the top three Wildcard contenders from each of the year's rounds that are still legal submissions can be submitted to the Wildcard vote, where the MSEM community votes for a set to add to the format. Voting will be open for the month of November, and the council will work with the winner through the month of December to release the Wildcard winner(s) in January.

Cockatrice Installation
For easiest updates, you'll want a separate version of Cockatrice for MSEM. This can be done by downloading a portable version of Cockatrice.
• Open Cockatrice and run Oracle.
• For the file sources, paste the All Cards link above in the first window, then the Tokens link after that has downloaded.
• On the top menu, navigate to Cockatrice -> Settings -> Card Sources
• Add the two links from Image download paths above, ensure they are in the same order, and that "Download images on the fly" is checked.
• After patches, click the "Delete all downloaded images" button here to allow cards to update.
Lackey Installation
To use LackeyCCG to play MSE Modern, you need these two links. The first link takes you to the download for LackeyCCG. Once you've downloaded it, follow these steps:• Open LackeyCCG, look along the tabs at the top for "Plugin: war3000" and click it.
• Paste the second URL in the box beside where it says "Paste AutoUpdate URL:".
• On the right side of that box, hit "Install or Update from URL!"
• When the plugin tells you it's ready, open it, then click on the deck editor tab, switch the Format dropdown to MSEM if it isn't, and start making a deck.
