This spell can’t target a player that isn’t its owner.
When U.S. Educational Policy enters the battlefield, choose a nonland card type. Enchanted player can’t cast spells of the chosen type.
Enchanted player can’t add more than four mana this turn.
At the beginning of enchanted player’s end step, if that player cast no spells this turn, they lose the game.



A bit of clarification, in case it's needed: the 2nd ability is the only concession to balance on this thing, plus it makes it a wholly Johnny/Jenny card (I hear Donate effects are pretty good).  The 3rd ability is meant to represent how political groups can choose the curricula, and teachers are almost powerless to stop such insanity.  There really isn't any way to represent how teachers have to pay for their own supplies (because that's a thing that we allow to happen), so I just went with how criminally underpaid the entire profession is, hence the 4th ability.  The 5th ability is, you guessed it, capitalism at work, because if teachers try to stike, they'll lose their jobs.  They can't not teach, so ya gotta always be castin' spells.

Lady: You should prolly add "other" to the first ability.  Otherwise, the 2nd ability does nothing, as there isn't anything exiled to copy.
