This card is a silver bordered card that works in tandem with the keyword I made in this post here: linkMakeshift Costume Artifact - Equipment Equipped creature has ward and is wearing its costume. Whenever equipped creature deals combat damage to an opponent, create a costume token with any one object on it. You may wear it as though it is that object. Equip "Darn! I forgot my blender!"

viriss{Spoiler} Looking at cards like Rapacious Guest, Graham O'Brien and Giant's Skewer, I think one could easily say this card is overcosted. It could easily have been . Or, perhaps I should say as it definitely feels more within that color to produce food tokens and put +1/+1 counters on things. I think the black mostly comes from the possibility of sacrificing creature tokens perhaps, but the card is definitely more focused on and encouraging food sacrifice and probably other artifact tokens. Quite aside from those two problems, I think this card is a pretty good design. melono{Spoiler}By coincidence I also happened to make a similar idea for an unset I have worked on (currently still am), fun.
Looking at the other cards you linked, costume seems like a pretty standard mechanic in power level, except in one regard, it's lack of practicality. Unless you have a full costume closet at home - which is to say nothing of a friend's home, a store or anywhere else you might play magic - you will often just not be able to make use of costume.
I'm not reviewing the mechanic here though. I only mention it because this card immensely helps with that logistical problem, and it really seems to serve little other function as that ward 1 is probably not gonna bring into a costume-less card pool. So this is a double-edged sword: On one hand, this card's whole purpose is tied to a very impractical mechanic to exist in a game like magic, on the other hand the card itself offers a strongly viable solution to that problem. elchetibo{Spoiler}So I can pay two mana and discard two cards to surveil 1 or 2, 3 if you’re really going for it, turn something into a 2/4 (maybe, but to steelman this let’s say yes) and draw a card.
Or get a 2/4 body which is kind of on curve for 4 mana, then draw a card and surveil maybe 1 or 2.
I think even in a discard matters set this would have a hard time, as even in something like the best case scenario for the mutate effect, which a turn 1 1/1 and a turn two mutating this into that 1/1, you’re getting a 3 (spread over two turns) mana 2/4 and going -2 in card advantage. In an alternate scenario in which you mutated a lot, your reward is still a marginally better scry.
The card is passable in balance in the non-mutate form though, but it’s still not very exciting that way as a 2/4 cantrip. In most cases.
I like the approach of trying to turn the mechanic into a tempo advantage, but I don’t think you weighted the costs you added appropriately, nor had a realistic outlook on how much you can really mutate each turn.
Flo00{Spoiler} An interesting design. It feels balanced, and I like how the usual dynamic of the “each player sacrifices a creature” is altered by the presence of mutate. Since you already need a creature to mutate into and that creature and this one become just one, it means despite getting this discounted you need even more set up to avoid turning it into your sacrifice, especially as it goes into multiples.

Ju dging: {elchetibo}Pretty expensive activation, but its ok since its repeatable. Scry seems far less interesting/powerful than the damage; yet its a good option if there are no sensible targets for the damage.
{Idea}That's the idea! Stuff as many ds in there as you can! Pretty expensive for its low stats. Adding 4 mana each time it combats makes somehow up for it.
{viriss}One hundred tokens is quite a lot. I think 20 tokens would already be enough. Getting 20 cards in the graveyard isn't that hard in a deck built to do so.
{gluestick248} One with Nothing on legs. Interesting design. I like how minimalistic you satisfied the limits.

Thanks Flo00! This was also a reference to Sire of Insanity. For the next card to complete: [CARDNAME] [monocolor mana cost] [Permanent type] When ~ enters the battlefield, [effect] [Activation or trigger] Return ~ to its owner’s hand. To summarize, a monocolored permanent that does something when it enters the battlefield and has a built-in way to return it to your hand. Some examples are Cryptic Cloak, Trial of Solidarity, Corpses of the Lost. Good luck!

Lots of interesting designs here. elchetiboThe flavor here is great, and I like how this is a pretty efficient way to get food if your opponents are doing something spooky. Monsters are a cool batch, but it feels pretty random; I’d use the Innistrad monsters of Spirits, Vampires, Werewolves, and Zombies. IdeaI like how you get to retry if you don’t get your Goblin buddy, and the damage means you can’t do it forever. The variance is a bit high (3 mana for either a 2/2 and a 3/3 or you take 2 and get nothing), so it’s probably aimed more at the casual crowd. virissThis feeds into itself really nicely, assuming you have a steady supply of expendable nontokens. Amass is good for sacrifice fodder, but with this you can easily go tall on one Zombie Army too. melonoThis is a really simple and elegant design, but I worry it’ll cause repetitive gameplay (not to mention infinite combo potential). Your card might fit better as a multicolor uncommon, maybe with some added bonus to push the game closer to an end. vizionariusThis little guy is a lot of value. If you’re the one attacking, you can scry for something to close out the game, and if your opponent is attacking you, you can gain a bit of life and dig for an answer. Flo00This is very strong, but I’m not a fan of easily repeatable removal. This could be interesting with a different bounce condition though. I’ll give the win to viriss. Circle of Harvesting looks like a card that can do a lot of different things, and is pretty well-balanced. Congrats!
