Do legendary Instants follow the same rules of legendary sorceries? Does it have to be an existing legendary or planeswalker? Edit:Given the answers to the questions. No to the second. You can use characters from MTG who are alive or dead, or ones that you've created yourself. Just no characters from outside MTG like Han Solo, Doctor Strange, Abraham Lincoln, etc.

Stepping in to judge, as requested by gateways in the previous post, so this game can get going.
Interplanar Nourish (oddnanref): The land destruction isn't really going to be relevant against most decks in the late game where you'll most likely be casting this, so it's either a subpar land destruction spell or a one-shot worse Doubling Cube, both of which you need a legend and three colors for. Not the best.
Szadek's Ulterior Schemes (Flo00): Can cause both a huge swing of mill and a huge growth of power for 3 mana, so it passes the "is this worth the Legendary hoop" test. I like how directly it references the legend (could use flying too, though?).
Huatli's Wild Summons (kinotherapy): The haste can make a ton of difference, but I still feel like it doesn't make enough of it to pass the legend hoop test. The card itself is cool, though; simple, neat, effective.
Niv-Mizzet's Grand Design (Casstastrophe): I love me some RNG in my MTG sometimes, and this is a well-implemented way of doing it. The potential card advantage of drawing big things (both from the spell itself and from other draws you might've set up to be available this turn) makes this card pass the legend hoop test. A fun card.
Devil's Advocate (Zuty): It does actually need tribal, since (if I understand correctly), noncreature cards can only have creature subtypes in Magic proper if they're also tribal cards. Sorry, but your reason isn't valid with me. That aside, it's a two-mana Browbeat with double color weight, so I feel like it's riiiiight on the edge between passing and failing the legend hoop test.
Garruk's Bear (Akai Ryu): From (wrongly capitalized) name to single token creation, this has the smell of a creature design awkwardly forced to be a sorcery to fit the contest all over it. On one hand, I like the design variance of the card in that while you can use any legend, the card'll only unlock its true potential with a specific planeswalker type; on the other, it's pretty much unplayable without a Garruk, so the variance falls flat.

A legendary instant or sorcery requiring you to have a legendary creature or planeswalker on the battlefield is an additional, adverse condition both in-game (drawing a specific kind of card and having to maintain its presence on the battlefield) and out of it (leaving out other, more efficient cards from your deck in favour of legendary cards). It is, metaphorically, an additional hoop that the player has to jump through. The legend hoop test is basically "does this card's power merit the costs that come with the card being a legendary instant/sorcery". In hindsight, I should probably have explained that in the judging.

{Story} "Would you stop it!?"
There was a sudden flash and the ball of fire had dissipated, as though it had never existed. Its source was a young man with long, brown hair which crept past his ears to mingle with his smooth, hairless chin. It was difficult to guess his age, but the mischievous look on his features suggested youth.
"You're such a spoil sport, 'yanna." the young man said, stopping in place to allow the woman to catch up.
There was sort of an icy coldness to the woman with whom he was walking. Perhaps it was her white hair, or the slant of her eyebrows, or merely the way she walked. The lack of wrinkles or other lines suggested she was young as well. But the dignified air with which she walked, chin held up high, suggested more maturity.
"And you are foolishly reckless, Ocasio." Jyana responded.
Ocasio stuck out his lip and pouted, emphasizing his youth even further. Yet, he also flicked his wrist and another ball of fire appeared in the air. This one floated right next to his head. In fact, the fire seemed to mirror his head, or, at least, his face, its burning lip looking a bit more menacing than the real thing.
Jyana rolled her eyes.
The two were as unlikely a pair as any were likely to find. Which could mean only one thing: they were family.
With a twist of her wrist, Jyana vanished the fire away. Her fingers snapped and, while nothing seemed to have changed, the narrowing of Ocasio's eyes and his flailing hands and arms quickly drew attention to the fact that his lip was no longer pouting. In fact, his lips didn't seem to be moving at all, even as the muscles around them twitched and spasmed.
A slight curve of Jyana's lip was the only indication that she even had a sense of humor. Meanwhile, Ocasio continued to vent his obvious frustration with a variety of physical gesticulations, going from flamboyant and showy, to downright rude. Yet, Jyana seemed unphased. When her brother got close enough for a potential physical altercation, she waved her hand and he bounced off of what must have been a force field, unable to get within reach.
"Is my little brother going to behave?"
There was a grudging nod from Ocasio, he stopped right in front of her, causing him to be pushed back by roughly half a foot before Jyana halted as well, that sly, smirking smile showing on her lips once again. Jyana made a closed-finger to open fingers motion, and then continued walking. Ocasio slid off to her right as she "pushed" right past him.
"You're an insufferable bi-"
Jyana's hand lifted in simple warning and Ocasio stopped talking, clearly cowed from finishing his thought.
"My dearest, most wonderful, and gracious sister. I would stop fooling around if only you would tell me, how much longer this whole trip was going to take!!!" The sarcasm practically dribbled from Ocasio, his eyes were two pools of boiling chocolate as he stared at his sister with such intensity that it was a wonder that fire didn't come shooting out of them.
"You're right, Ocasio." Jyana said, in a conciliatory remark that didn't quite suit her attitude. "We could just teleport there. Surrounded by who knows what, with enemies all around us. Sounds like a plan."
The sarcasm in Jyana's voice was no less distinct than Ocasio's, but it was a dry sarcasm, one that could only be detected by someone truly listening in to the conversation and understanding what was going on between the two.
"I didn't say break down the front door." Ocasio offered, grudgingly, "but couldn't we, you know, have arrived just outside the door?"
Jyana worried her brow with the palm of her hand. "I know subtlety isn't your thing, but can you use your brain for just a single moment, you'd realize that using magic to get anywhere near that place is only likely to get us captured or killed."
Ocasio fell silent for several long moments after that. Jyana rarely lost her composure, but the sarcasm could be heard in her voice that time, and she'd begun to raise her voice toward the end too. He was pushing his limits and, around his sister, that was rarely a good idea. Still, it bothered him that all of this precaution was needed merely to track down a rogue wizard. The two had tracked, fought, and dispatched of a number of powerful wizards when needed, in the past.
What made this one so special?

Fixed some color issues. From Ravnica they come! A shaman from the Gruul Guild who has teamed up with a mutant from the Simic. They are a strange duo but fight well togheter. For freedom, for power or for discovering themselves.

What is the X on Viana? EDIT: I guess I should jusdge this: {Tesagk}Sorry I didn't read the story. It's kind of too hot for that. Ocasio and Jyana look like a funpair for commander. Ocasio is a mana sink and value engine for a price. I like how his last ability can replace your hand one card a ta time if you activate it multiple times. Jyiana is a nice build-around on her own and a powerful parter to Ocasio. I'd have ordered her abilities the other way around since the last one triggers the middle one.
{viriss}Wow. Those two are some really powerful cards. Playing both of them and using their abilities looks like expansive business. Tiver: I like her and how all her abilities work well with each other. Krall: He's very close to Hellkite Charger, so I think he just works like it. I guess the "if the target has not been changed"-clause is there to prevent changing back and forth beween two Kralls? I think it reads a bit weird and can be left out (it's covered by rule 719.3.). I can somehow accept Tiver being blue, although she doesn't really do much blue things, but I think nothing on Krall is white. Extra combat is red and changing targets is red or blue. If you really wnat all colors between the two, I think and would make more sense. {gamma3}This is really beautiful. Having a commander that can search for his partner in his deck is very nice and this one is also super-flavourful. Even the meld makes perfect sense. Aside form being flavourful, the abilities are also nice and fair priced. I don't know if it wouldn't be too much, but it would fit nicely if Excalibur also granted vigilance. Some hints on the wording: You don't have to reveal the card before you cast it, see Aetherworks Marvel. Like the other meld cards, Excalibur should also check if both it and Arthur are owned by the same player, else bounce effects and Homeward Path will have problems with the melded card. {monger}It's a nice pair of a card that you can use as a build-around commander and a card it can search from it's deck. I like how the cultist grants a nice ability to everyone but Qabr kind of ruins it for your opponents and makes your side of the deal even better.
{mrlozano}I still don't know what the X on Viana is, so I can't evaluate this ability. But whatever it is (I guess her power?), it looks like a nice card for a creature based deck. If she does what I think she does, they make for a really nice pair. It looks even nice combined with sac outlets to cast Gai Hora each turn for more and more counters.

Design a DFC that changes colors when it transforms!
