Funnily enough, that gave me inspiration for an entry..
Take reverse Proliferate, not keyworded as I think it really shouldn't be (and yeah, I know this means the wording probably should get adjusted slightly -will think about that later when I have more time ):

Ananiel's Release Enchantment When Ananiel’s Release enters, remove all counters from all permanents. Create an X/X blue Serpent creature token where X is the number of counters removed. If X is 7 or more, draw two cards. Permanents can’t have counters placed on them.

Halving Season of Scarcity Enchantment If an effect would create one or more tokens under an opponent's control, it creates half that many of those tokens instead, rounded down. If an effect would put one or more counters on a permanent an opponent controls, it puts half that many of those counters on that permanent instead, rounded down. Note: It's an effect that "removes" half the counters each time something would be added... so it kinda fits? Either way, this is my submission.

And yes, graft technically removes counters ;-)
I thought about it but fading fit better with the mechanic of the rest of the card, where you sacrifice when you *can't* remove a counter.

After much consideration of what Jartis and The Harlequin said, I decided to change the card, though I do still think the card could have worked with that wording for the reasons I brought up.

If I would be very very very picky, the counter never were on the permanent (would -- instead) to begin with. In the literal sense it doesn't removes, it prevents them to be put onto it. But I am not that picky. Go ham ;-)

Small nitpick, I'm not sure if this would actually work within the rules? The preferred wording, I assume, would be "remove all counters from target permanent. For each counter removed this way, put a +1/+1 counter on that permanent." Of course, this will interact with affects that trigger on or modify counters being placed, so I understand if that was trying to be avoided.

That is something it does, though the simplicity of the wording and effect is part of the reason I went with this. Your wording would work, though I don't see any particular reason why this one wouldn't. Becomes is an extremely versatile term in magic which replaces a property, and is used on things ranging from power/toughness, life total, player properties (monarch), card types, subtypes, card colors, unspent mana colors, names, being blocked, tapping, being exiled, various mechanics like plotted...

To be strait forward — I have no issue with this entry. The biggest issue I see here is that I am not sure if the property of a counter can be changed that way. Replacing would work better I guess; And that would also fit into the challenge — If you want to replace something you have to get rid of the thing first ;-)
Replace all counter on target permanent with +1/+1 counter(s).
