Majestrix Polaimos enters the battlefield with an additional +1/+1 counter on it for every two mana spent to cast it.
You may look at the top card of your library at any time.
You may cast the top card of your library without paying its mana cost if its mana cost has in it.
If would be zero, you may have equal the number of +1/+1 counters on Majestrix Polaimos instead.

614.1b Effects that use the word “skip” are replacement effects.
These replacement effects use the word “skip” to indicate what events, steps, phases, or turns will be replaced with nothing.

As the resident champion of The Mana System, you all know how down I am against "without paying its mana cost."  This, otoh, actually requires prior investment in order to work, so you're still technically spending mana.  That being said, I can still recognize another potential Paradox Engine when I see one.  As Reuben Bresler and others have pointed out, all they ever want is something that has an ability like this: "Sacrifice a creature: Add ."

Looks like melono had my idea before I had a render, but I think this works better as a "build around" piece
