Looking for thoughts and suggestions, particularly syntax suggestions, for this bit of Territory hate. Territory is a mechanic in my custom set.
Way of the People

When Way of the People enters the battlefield, unoccupy Territories from the creatures occupying them.
Creatures can’t occupy territories.
At the beginning of each player’s upkeep, they may choose a target creature. That creature gains the effect as though it were occupying up to as many target territories that players control until end of turn.
