Story
A long time ago, the magical prismstones of Fanor were hidden away in the lairs of its native dragons. However, one thousand years ago, after seeing the apparition of a majestic metal dragon, Xurith decided to look for more prismstone so that all of Fanor may see him as he saw that figure — an impressive figure shimmering in the light. To do this, he went out and attacked Fanor's dragons to steal their treasures, rallying the weaker races to help in his pillaging of Fanor's most valuable asset. By force, Xurith looted all the prismstone from the dragons, nearly exterminating his own species, with few able to resist him. This event was known as the Dragonfall.
From the ashes of dragons, Xurith formed an empire to his name. The rest of Fanor eventually assembled into under four other dragons, forming kingdoms to hold back the military might of the Xurith Empire, evetually stopping his conquests.
After this war ended, the Dragon Kings took to building their kingdoms, and perfecting what they saw during the war: the endless mining of prismstones to harness their power and create the metal known as mirrorsteel — the closest Xurith could get to mimicking the dragon from his vision. In nearly a thousand years, the peace established between the kingdoms changed into working relationships, and many royals of each kingdom married into the families of the others. However, behind this facade, some are planning to use this custom for their own ends...

Planeswalker's Guide to Fanor
Fanor is a plane of rich expanses and numerous mountains, their caverns either full of Fanor's unique primstones or settled by miners to mine said prismstones. Castles are scattered across the land, which from the sky can visibly help spot the territories of each of the five kingdoms.
The Kingdoms
The Federation of Sovaria
After the Dragonfall, the Dragon Queen Ephedy led her soldiers away from the fighting into the cold of the north. While the Sovarians had no access to prismstone mines , they had access to the assistance of noble pegasi, whose insistence for never being ridden by a man has shaped Sovarian society. As opposed to the other countries, in Sovaria, the females do most of the fighting on a pegasus's back, and the kingdom trades princes for royal marriages. As their land is largely infertile as well, Sovaria relies heavily on trading with other countries to get food.
Arretopia
Arretopia is the capital city of Sovaria, and a center for all their trade routes.
Livorion
Livorion is a fortress near Cellum, outside of mainland Sovaria. Sovaria's historians and professors mostly come from there. The Partisans of Mirrorsteel have an overwhelming presence around there.
The Consulate of Cellum
A kingdom divided in thirteen marches, all united under their Grand Consul. Usually discreet in their affairs and well-organized. They don't seek conquest itself, but only the riches held by the other kingdoms. Cellus emissaries often are thieves, swiping riches while making peace treaties. They are also known as the experts in mirrorsteel refinery, but this is a trade that requires them to have prismstone on hand.
Orium March
The northernmost march of Cellum, Orium is ruled by Listel, an aven.
Audacia March
One of Cellum's marches at seaside. The bay of Audacia gives Cellum and Sovaria access to a sea route exclusive to them. The local marquess is Dowle.
Stella March
The central march of Cellum, home to the Consulate installations. The local marquess is Troche.
Justa March
A march on the south of Cellum, formerly ruled by the demons of House Grimlaw. The planeswalker Oma Grimlaw used to be marquess, but the house has been deposed with his supposed death and sparking twenty years ago.
Lustris March
At the frontier of the Xurith Empire along with Justa March, Lustris March is a stark contrast to the other twelve. It is uniquely home to vampires, that are otherwise rare in other Cellum marches and in the eastern provinces of Xurith.
The Empire of Xurith
The kingdom founded in the name of the orchestrator of the Dragonfall, the greatest conqueror in Fanor's history, and the Dragon-Emperor. The nation is now a military power that prides itself on being an elite. The mines in the kingdom have emptied quickly, but the Empire is the only kingdom to master the whole process of making prismstone into mirrorsteel. They are also famed for using Fanor's wyverns to great effect during battle, their dominion over the sky defining battle strategy for other kingdoms.
The Anarchy of Zopheath
Unlike other kingdoms, Zopheath's rule is only defined by death and survival. The dragon king Zochdroim has an uncontested rule over wherever he goes, but he avoids the settlements of lower lifeforms. Kingship over the kingdom is transient, with the ancient viashino Yaro currently ruling. The country has another side, with its emissary Yetoria leading a shamanistic, borderline-cultish side to the kingdom. They use the power of raw prismstones and the blood of dragons for rituals to increase their strength.
The Saint-Kingdom of Hacan
Despite the name "Saint-Kingdom", the Hacan are a bunch of tribes that named themselves after their dragon king, that they revere as a god. They have ruled out harm coming to dragons and mining, protecting dragons and their lairs from other kingdoms. The country has a religious hierarchy, but ultimately are a group of tribes stapled together by common beliefs.
Mechanics and Themes
Set mechanics / themes
Mining (To mine X, put the top X cards of your library into your graveyard. For each land card put into your graveyard this way, create a colorless Treasure artifact token with ', Sacrifice this artifact: You get one mana of any color.')
Mining prismstone is a practice that is core to Fanor's identity since the times of the Dragonfall, and most kingdoms have tapped into mining in some way. Mining cards are seen in all colors, but the mechanic is primarily used in , , and , as the primary practitioners of mining are from the Empire of Xurith.
Prismcast (You may cast a spell for its prismcast cost if you spend mana of three colors to cast it.)
Fanor's prismstones are able to give out mana in a variety of quantity and qualities, which is what makes them so prized to Fanor's denizens. The vivid power of prismstones eases the practice of magic and attracts powerful beings. The mechanic is seen in most colors, but is mostly in , and , as it's mainly tied to the Saint-Kingdom of Hacan.
Legendary creatures
The deep entangled family trees of Fanor's ruling caste has made all recognize their elite, as all citizens of a kingdom fights for their liege. The theme is primarily seen in or . There is a total of 55 legendary creatures in the set.
Exert
I use this keyword as though it were evergreen, and thus it is widely used in this set. Blue make players exert creatures they control to substitute the freezing effect. Exert is also the clan mechanic for the Anarchy of Zopheath, so cards that exert themselves are seen in , and .
Clan mechanics / themes
Parley
The pseudo-keyword associated with the trading-heavy Federation of Sovaria (). It embodies their group-hug-style play by helping every other player. It's mostly seen in , as can draw by itself well enough.
Legends matter
While Fanor has a lot of legends, Cellum's most core mechanic is helping legendary creatures feel even more legendary.
Flashback
The secondary mechanic associated with Xurith (). Flashback is a reason Xurith can mine willy-nilly: whatever magic he thinks of, he can use again.
"Converted mana cost 6 or greater" matters
Harkening back to a minor theme in Scourge, the Saint-Kingdom of Hacan's theme is going big, with prismcasting allowing them to reach that point faster than expected.
Other mechanics
Kicker
The keyword is used as though it were evergreen by myself, and it will be used to get tri-color identity on cards relatively easily. It is used equally in all colors in this set.
Crawling (This creature can't be blocked by creatures with flying.)
A new keyword that I will use as though it were evergreen, and another way for and to combat fliers.
Fury X (This creature gets +X/+X for each creature that blocked it this turn.)
"New rampage", keyworded. This will be used as though it were deciduous, alternating with Moxie (which is more reminiscent of Bushido). Fury is used as subtle imagery as to who is very indirectly responsible for the current state of Fanor.
Runeguard (Spells and abilities targeting this cost more to cast or activate.)
A soft-hexproof, with the spells simply being more expensive. The mechanic was based on Icefall Regent and will replace non-temporary hexproof at common.
Stun (Any damage this deals to a creature taps that creature and causes its controller to exert it.)
