My goal is to do a series of MTG products that cover the events of the Romance of the Three Kingdom era with a whole lot of P:3K reprints and enough new content that I'm not just making a reprint set.

Are you planning to do this with other historical eras (such as the War of the Roses) or classical novels (such as Les Miserables)?
(The covering the events of the era, not the reprints)

I had a longer thing written but connection was a fuck and I lost it, so here's an abridged version
Zhang Jiao: - looks like a red control walker attempt but kinda pulls in two directions: wants to have a lot of creatures, but stalls with those creatures rather than using them to attack - Human Soldiers specifically weird: rebellion less likely to have Soldiers than empire - weird for Actual Historical Figure Zhang Jiao to have a spark, would prefer legendary creature
- -2 doesn't actually do anything with the card you tutor - -5 prohibitively weak and narrow for its cost, see Act of Treason
Liu Bei: - missing P/T - as a face legend, a flat evasion + hyperspecific buff combo is underwhelming

Figured I'd do it for all the "famous spellcasters" of the era. Yellow Scarves cards from P3K are all errated to be Human Soldiers so blame WotC for that one. I'm not sure how much I should alter existing cards. Figured it would be better to stick to Oracle text and just make other cards work with them. Tutor should add to hand. Will fix. When using in the duel deck where there will be 10+ legendaries in the opposing side, I didnt want the ability to be too OP. I know thinking about in product balance makes things less fun. Maybe drop it to 4? I'll see how it plays in my playtests. Liu Bei: This is a P3K reprint. I forgot the P/T in the desire to do the crappy mock-up. He is a 2/4. Obviously his sworn brother's are in the deck as well.

At this point I am working on two episodic projects (that might crossover), this and my Broken Horizons. That is about all I can handle at once. Although if some other insane history buff wanted to start a project like that, they would have my support and I would happily help where I could.

This is great. I am 100% in favor of all "real-life lore" Magic sets.
Unfortunately the new cards have some wording errors. E.g., there are plenty of references to "permanent +1/+1 counters" which is a bit odd because +1/+1 counters are by definition permanent buffs, and the word "permanent" has a real meaning in Magic (roughly synonymous with artifacts + creatures + enchantments + lands + planeswalkers) that does not include counters. So the correct wording for the saga would be:
I: Put a +1/+1 counter on each creature you control with power 2 or less. II: Until your next turn, nonlegendary creatures you control gain "T: This creature fights target creature you don't control." III: Put X +1/+1 counters on each legendary creature you control, where X is the number of tapped nonlegendary creatures you control.
...which when worded like this is a little more cluttered than you probably want. (E.g., I don't know if the card really needs to care about legendary vs nonlegendary.)
You should definitely be looking up cards with similar effects on Scryfall for the wording if you're not sure what the right way to word an ability in Magic-ese is.

Yeah, thanks for pointing that out, somehow that converted to my super original Alpha version. I'll get a redone version up in a day or two. And I'll learn to save my work, because that is not the only card that I have noticed reverted to an early version. Auto-save has spoiled me. lol
I will likely use your wording, to make my life easier.
In history, the leaders of the yellow scarves drew peasants to them, and used those peasants as their army. the Nonlegendary vs legendary in the saga is to represent that. The peasants drawing strength and fervor from their leaders, and the leaders drawing strength from the devotion of the peasants.
