So, these are cards from Magic's past and present that are specific rarities because they are "Promos", they are fixed rarity (but fixed is not an option), or... because WotC said so.
For instance, the Heroes of the Realm promo cards are all Mythics, because they’re Promos. Based on Current power levels after War of the Spark, this is Rare, not Mythic::
Chandra, Gremlin Wrangler
Legendary Planeswalker — Chandra
: Create a 2/2 red Gremlin creature token.
