In conceptualizing a new keyword, I decided to see how it would look at Common. So, I made a card - a simple 1/1 creature with the ability. However, I ran into an issue that has nothing to do with the mechanic itself. Here's the card;
I'm currently working on the assumption that the set will have several factions at war over resources. In trying to decide what kind of card would have an all-colour creature that costs generic mana, I came up with the concept of the "Unity Counsel" mentioned in the flavour text. The idea is that they're an independent body not beholden to any one government, who uses their connections and influence to keep the ambition of the different factions in check. The Agents are meant to be something like a private peacekeeping and information gathering force - kind of a hybrid of a police officer, bureaucratic inspector, diplomat, and 007.
I have no idea what class they should be.
Should I just make do with a "close enough" answer? Bring back Guardian for at least semi-legitimacy? Make a new class that fits the concept more exactly? (Agent? Spy? Enforcer?)

- As a form of special forces, they could be Soldier, but they aren't in a formal army.
- They aren't Mercenary, because they don't sell their services.
- Ally has a bit too much mechanical baggage.
- Warriors...well, to quote the wiki, "Warriors favor brute strength over cunning, sheer will over tactics." - so no.
- I could see making them Advisor, but their role feels a bit too active.
- Minion implies evil, and they're not.
- Ninja's description of, "Masters of both stealth and armed combat who may find employment as spies, warriors, mercenaries and assassins." is perfect, but has setting implications that don't work.
- The closest to Ninja without flavour issues is Rogue, but that seems to contradict their more formal authority.
- Guardian would work, but it's an obsolete type.
