Intensify sounds like it would make the spells more potent, not cheaper.
I think this is too powerful as is. The second ability in particular is crazy dangerous, as it makes all your cantrips past the first copy free. Reducing colored costs is something done very rarely, and for good reason. Just the first ability, and maybe a second that adds a bit (but not a lot) of oomph to your spells (per the name) would be better design, I think.

The first ability is good, but in an EDH situation it's probably worth just the three.
The second ability is dependent on you (a) running primarily R/U and (b ) running multiple copies of a given card. As pointed out, tampering with the coloured portions of costs is done exceedingly rarely, and that's in part due to Affinity (as coloured mana is, by MaRo's own admission, pretty much the only way to help balance it). Needless to say, it should prolly be reworked.
In any case, the second ability is useless in EDH and other singleton/highlander formats.

Otherwise, it's better balance-wise.
