Being Dumb with Legend Frames?

Just made an account because i'm a big dumbass and don't know what i'm doing. Currently looking for a way to make a leveler frame but with the post-dominaria legendary top piece. How do, or better yet, has been done?

Even better than this i would love a clear leveler card that has the art show through thee text box slightly.
