I'm not certain that redirecting is a white effect even if it requires taxing, because it's not actually a counterspell? It might be fine but is presently unclear. Not being able to activate it without anything on the stack and I'm pretty sure this wording doesn't allow you to activate them if it isn't your turn makes it very strange as a planeswalker. 7/10

Valech, Planar Cartographer - The +1 works well, but the -3 is a effect (especially when granting it rather than a creature having it innately), and the ult is underwhelming. Even in a more land heavy deck trying to take advantage, you're looking at a -10 to draw 6-7? And the more land heavy you go to fuel the ult, the slower the + will tick up. Overall, it's a walker that doesn't have enough synergy to fit a specific strategy or enough value/flexibility to fit generically. 4/10

Is this a completely impractical combo? Yes. Am I going to use it to copy Quezrotal's entire planar cartography collection for nefarious reasons? Also yes.
The rest of you will have to wait a little while longer for your replies since I wasted too much time coming up with this silly combo.

Lochana, the Ink Witch: With no way to protect herself, Lochana could probably ult at 5 and not feel any different. An otherwise fantastic planeswalker. 9.5/10 The room feels hot. Zetla radiates heat and fury as her words burn into your skull. Her eyes narrow and her voice echoes. "Look at how you struggle against the most basic assaults. You think you have a right to whatever your pathetic hands can hold on to, but the world is much bigger than you. Quezrotal's collection is much bigger than you. You have taken her stories without her permission and have risked her ire. I am that ire. The Great Dragon's hand is reserved for compassion and understanding, but her voice is fire and destruction. So summon your armies. Summon your clerics, your spells, your tricks. I will cut them all down and bathe in their blood. A secret in the hands of the dead is still a secret, and today you become another page in the Great Dragon's works." Mirran Massacre Sorcery Whenever a creature an opponent controls dies this turn, that player loses 2 life. All creatures get -2/-2 until end of turn. And, I must admit, were I to stand here and fight you, I could not possibly defeat you. You wield powers of devastation I could but dream of. Fortunately for me, I don't need to defeat you. Britt used her from hiding last turn, leaving me able to spend 5 mana flashing out a Displacement Wave (X=3) in response, bouncing my field and saving me from being instakilled by Mirran Massacre.

Kathryn: For whatever reason I feel like I've been seeing the ability on that +1 a lot lately. The -2 is a very cool Unsummon variant. The ultimate is basically Time Walk but lets opponents draw, and it should be fine. The name isn't particularly indicative of what she's like, but anyway, 9/10, mostly because of that -2

On World-Scrivener Lochana: Solid goldwalker design. +1 might be a bit too powerful if you can mill into something huge, but I love the minus, it's like a Coiling Oracle out of the graveyard. 8/10.

The flavortext is absolutely beautiful, though. 10/10There is drinking and dancing in the Division of Exploration that night. Mio, Lochana, and Britt are the heroes of the hour, although Mio joins in the festivities from a wheelchair, still recovering from the fire of the Great Dragon's secrets. Still, the recovered maps are an incredible boon to the division, providing years worth of secrets to investigate.
Safir and Kathryn sit in an Azorius courtroom, waiting for the arbiter to decide the verdict on the case they'd spent the past few weeks arguing. The chemister on trial didn't commit the crime he's accused of, but the Initiative's determined to put him behind bars anyway, for an interplanar terrorist plot they couldn't possibly tell the Azorius about. Rettai smiles from the balcony above as the call of "Guilty!" boomed through the court.
Janika and Marcel stand side-by-side in a dusty street, cutting down the horde of zombies that presses against them. Resplendent Heart-Piercer leaps from rooftop to rooftop, her arrows of light picking off the few corpses that manage to shamble past their defensive line. Behind them, Rettai directs half a dozen researchers carefully passing their gear through a temporary portal, before all ten of them planeswalk away, abandoning the ruined plane to the undead.
Tavril ducks behind a saloon, Valech's survey thopter following him into the shadow. He has to lose the detective tailing him, and fast, or he'll walk right into the trap they're trying to lay for the apocalypse-cultists. He shrugs, coats a bolt with knockout poison, and then pops out from behind the building and shoots the unfortunate investigator in the leg. Rettai watches via the thopter's sensors, scrawling comments in a small leather-bound notebook.
The graduation ceremony is brief, but formal. The ten new agents swear to uphold the principles of the Initiative, are issued new identification, and are congratulated by the division chiefs.
Rettai Ba'alzur has purchased CMC Level IV. Deputy-Chief of Exploration Orik Thornspike pores over the stolen maps, checking for discrepancies or evidence of tampering. Carefully setting aside the falsified secrets, he turns to Rettai. "The kids did good work out there. We've got a lot of planes to search, now, and a few new fruitcake recipes to try. Valech and Lochana will fit right in here, don't you worry." Rettai nods. "I may need to borrow them from time to time, mind you. They know the landscape of the Arena better than anyone at this point."Orik, Truename Linguist : Choose a card name, then reveal a card at random from your hand. If that card has the chosen name, Orik, Truename Linguist deals 2 damage to target creature or player. : Discard a card at random, then return target card from your graveyard to your hand. : Choose a card name, then exile cards from the top of your library until you exile a card with the chosen name. You may play that card this turn. Repeat this process any number of times.

Rettai: I like it, I was a bit afraid at first because I thought the 0 ability created a 3/3 dude, but it's a cool card. 10/10.

It's both a flavor win and a mechanical one. 9/10. Aiea, Alteiran Emissary Planeswalker — Aiea : You may create a token that's a copy of a token you control. : Create two 1/1 white and blue Advisor creature tokens. : Untap each token you control. Until end of turn, tokens you control gain " : Return target permanent to its owner's hand."

In most games it seems fine, but I think it has enough potential to degenerate that I would normally put this as a :0: or minus ability on a cheap 'walker. The rest of the card seems fine though. 7/10

Rapid Departure Instant Exile target nonland permanent. Its controller may search their library for a basic land card, put that card onto the battlefield tapped, then shuffle their library. Then put the exiled card on top of its owner's library.

Tavil, the Saboteur: You seem to have a way with planeswalkers. I love this as a card, as a rensponse and the beautiful synergy among its abilities. 10/01. Aylin's eye begin to twitch as she listens Rettai speak all his bureocratic mumbo-jumbo."Her name is Kirino" she replies once he's finally finished "And a good assassin doesn't need a reason, just a paycheck... My intentions with that woman are none of your damn business but I'll tell you this: that woman is unstable, and I think she can be a threat to all of us, especially your protegé..."As she speaks this words, she studies Rettai's reaction hoping she struck a chord."Kirino seems particularly drawn to Karina, the girl told me so herself! Unfortunately for everyone involved, Rettai has once again left abruptly to deal with a crisis elsewhere and left his student to finish the negotiations. This time, it's about to come back to bite him, as Tavil gasps in shock. "You want to kill Kirino Oblay ? She's a Class 7 multiversal threat; if hiring an assassin would work she'd be long dead by now. I could throw a—throw the biggest weapons in our arsenal at her and I doubt she'd more than flinch. And you say she's here on the Arena and threatening one of our agents? This isn't the Division of Recruitment and Training's problem anymore; I'm calling Lance. Expect a contact from him shortly. In the meantime, get to safety and be ready to 'walk out; Kirino has destructive capabilities on a planar scale."

CARD: -6 counters Sparktracker neatly, and the rest of the PW's a neat package. No complaints here. 9/10.
