card gets a 7/10, nothing too OP but given Hammerhand was reprinted in DMU it could stand to have a bit more pizzazz. also flavour's a bit wonky
The new arrival finds Decaur unfazed by the explosive entrance, smiling serenely. "Oh, my. I've just arrived, and already this plane has given me something interesting to see. Hello to you too, new friend; your gift honors me, though I have nowhere to put it for now. Here..." The viashino reaches a hand into of the pockets of his robe, holds it in place for a bit, and pulls it back out with a small binocular-like device. "You seem lost; though I am too new here to give reliable directions, perhaps this will help you find your way." The metal is warm to the touch, and has a strangely soothing feel.
Adaptive Lens  Artifact  At the beginning of combat on your turn, target creature gains "Whenever this creature deals combat damage to a player, draw a card" until end of turn. It adjusts itself to every user, as if somehow knowing what they want to see.

The sailor panted in hard-earned breaths, and fell on his butt next to the shattered remains of what was once a crossbow, causing the sailboat to rock a bit. He couldn't help smiling a bit as he recovered his breath. He had done it! He survived! He had managed to push that monstrous thing down into the sea where it could go and sink forever for all he cared. Though it had simply emerged onto his boat, a body as illusive and dark as the night and yet heavy enough the sailor thought the boat might sink on the spot, and the struggle had been so quick and intense that he had no time to think, that man was certain as the tide rises that it was the same black beast that had was rumored on the coast, by the lighthouse. Though he knew it was no use under nothing but moonlight, the sailor couldn't help himself leaning over the edge of the boat to see if he spotted anything under the surface. There was not a hint of anything but your everyday undulation. Just as he was about to breathe a sigh of relief, his eyes widened as he realized he was yet to check the ink device. This whole confrontation with death out in the sea would have been for naught if that machine had been lost or destroyed. Fortunately it was still there, pushed a little further to the side than he would wish for and judging by the parchment the nighttime wasn't the best for the details when it came to that lens, but nonetheless it was safe. He bent down to strap it better so as to be sure it wouldn't fall anywhere by accident, then tried to walk to the oars only to find his foot missing a floor as the boat tilted. Barely holding onto standing, he turned around as his heart felt like it wanted to run away by itself. A large black tendril was now holding onto the tip of the boat. A moment later another couple joined, holding onto the sides on the opposite end, making the vessel return to a horizontal position. Then more still emerged from the water, and the drumming of the sailor's heart was drowning out the sea. Two large, familiar clawed hands grabbed onto the front of the boat, and pushed tilting it once again. The sailor felt himself slip and tried in vain to hold onto the side of the boat, but the swirling maw of black mist and purple energy, as wide as his whole body now, came to him instead. Unknownst to Soumaw, the boat that drifted empty onto the shore, except for a small blurry ink device, began a legend. The creature in question was now meandering mists somewhere in the arena, with little more to do than to reminisce. The mists reminded him of worlds like that one, where the leads of a light that guided sailors mislead him into the possibility of a guiding stone. It turned out to be a mundane fire amplified by some manner of lens. A waste of his time, though there were some useful souls to take there as well. Many planes had little more than kindle.
He could feel chunks of metal at his feet, as he occasionally bumped into some manner of gear or a pipe or the like. It was hard to tell what it was precisely with such dense fog, though not long ago he had spotted something that seemed like a bronze wall, but the sight was short lived as the fog grew yet thicker. Perhaps he would have to meander a while more, before opting to planeswalk away, giving up. Or perhaps he would find some manner of exit soon...
Since it's based more on the flashback than anything, feel free to take this one as a gift or an attack as you prefer.

Idea : cool card, but really not appropriate for common complexity-wise, so that docks it some points. 7/10 (plus some respect for writing out such an involved backstory, lol)
Decaur's aimless wanderings had shown him that this world was sparser than most. Though it was unsuited for his ultimate purpose, the peace and quiet pleased him for the time being. The last world had been so loud, by the end. So loud and so violent.
The sounds of life somewhere further in the mist stirred Decaur out of his somber ruminations; the peace and quiet had come to an end, but the prospect of company in the grey weather was a welcome change regardless. What little was visible of their shape seemed peculiar, not yet among his friends across the planes; a wonderful opportunity to acquire a new perspective.
"Hello there! Are you lost in the fog? Hold on, let me see if I can clear it a bit." The lizard extended his arms to the sides, closed his eyes in concentration, began taking deeper breaths... and after a moment, from within the sleeves of his robes, air began to blow outward and (hopefully) dissipate the mists.

taken as a gift, it's a loose interaction but the first ability can help this thing kill fliers with combat damage

It didn't seem all that complex to me, mostly just adding "opponent mills 2 if this kills something" to a mill-based Ajani's Pridemate. But noted. Wind Shooters  Artifact   ,  : Target creature gains flying until end of turn.  ,  : Tap target creature without flying. taken as a gift, it's a loose interaction but the first ability can help this thing kill fliers with combat damage Just the card by itself, I think the second effect should probably cost  , as every recent example I can find seems to rate such an effect at 2-3 mana (two mana having one colored), except in one-time effects which tend to still cost about that much though they target more creatures. Flying is a bit tougher as costs vary wildly and cards rarely just give flying. The closest example I could find in short notice is Caller of Gales. Overall, I think the cost for that effect should be pumped a bit as well. Further, as you mentioned yourself, the interaction here is loose, making it an passable response. It is nice that this is connected to the scene in the roleplay though. Overall 6/10. The card isn't bad, but it doesn't have much in its favor either, and I think it has a few issues if small in overall execution as well.

The slight parting of the fog in the immediate area revealed the floor to be cut like decorated stone (in large blocks), but being made of large plates of steel and copper, held together by deeply ingrained screws. Soumaw's new acquaintance had the appearance of some kind of lizard at least by the visible front that tipped from under its hood. It was not it's appearance that intrigued Soumaw, however. It wasn't even its capacity to dismiss the fog, even if only very locally.
It was its soul that seemed odd, in a way that seemed at once oddly familiar yet not enough for Soumaw to pinpoint it.
"Strange... inside... souls..." Soumaw vocalized in a growl, pulling out words from those souls it consumed. He pointed toward the hooded one. "Tell... what are..."
Since this is focused on something about your character, consider it a gift.

This new acquaintance was perceptive indeed! Though it meant a fraught situation that needed to be handled with care, Decaur couldn't help but be delighted. Still, this had to be dealt with... lying was probably not going to work anymore, but tipping his hand entirely could be risky before he'd determined the plane's status quo and how it'd respond to open knowledge... ultimately, this called for counsel. Instead of answering right away, Decaur closed his eyes and reached out his mind to the voice of his friend.

Yes, that would be best. It could even help with the stranger's speech impediment concerns and help the two understand each other better. Still, best not go for a full conversion right away. After a quiet, telepathic thank-you, Decaur turned his attention to his new companion once again. "The explanation is long; if you like, it would be faster if I showed you." The lizard reached out his hand; on it glistened a glob of seemingly liquid metal. The oddity Soumaw could sense seemed to emanate from it, as well. "Come, touch it. Have no fear; you have my word it will not harm you. For a brief moment, it will join you with my being. It will let you see what I am. What we are. After that, you may either break off... or stay." Hopeful anticipation filled the lizard; could this be the very first member of the flock on this plane?
{some metagaming about what this would entail} What Decaur is offering is a would have the following effects on the recipient: - Letting them see Decaur's emotional state. - Letting them sense, vaguely and distantly, the presence and emotions of other people an impossible distance away (or, if the recipient has a spark, on other planes). - Letting them sense, vaguely, the presence of some massive but oddly soothing entity within Decaur's psyche. - Soothing negative emotions such as anger, fear, and sadness to a mild extent. - A mild sense of increased vitality and being sated in terms of nutrients. The process is voluntary, and can be psychically severed at any time.

This one is tough to judge. I haven't been able to dig up any real examples of a unilateral free enchantment playing from your hand - it's always either reciprocal, from the library or with more options than just enchantments. Before the edit it was almost certainly too strong, but I think at four mana it's more acceptable now, though it should still be taken into account it's effectively replacing the cost of an enchantment and making it uncounterable. On the other hand though, its more expensive than the actual enchantment its responding to and its not an instant so it's not like it could be helpful to make a trick either. I do like the flavor though. I'm afraid I have to give this one a 6/10. It's simple for good or ill, so no points taken or given there, but works very poorly as a response and I lack the appropriate tools for comparison on how strong of an effect this really is.
When the hooded reptilian reached out that liquid metal, Soumaw hesitated, narrowing it's eyes at the thing. It was being offered in lieu of an explanation, which meant Soumaw had nothing but the creature's own word on the fact it wouldn't harm It. Nonetheless, the presence was strange indeed and if a soul was being poured inside, or at least connected to It, then there was much to gain. Perhaps even a clue to the guiding stones. It wasn't like the place Soumaw sought was likely to be any safer than this either. It reached out with a claw first, and placed it within, feeling the mists sinking into the liquid.
Soumaw knew some emotions. It felt few personally, not but curiosity and hunger for souls and to full Its purpose, but he had contact with the experiences of despair, anger, and the sheer terror of a soul's last thoughts as it was devoured. Soumaw knew frustration, of failing to escape him. Soumaw knew bravery, of one's who confronted It for their ideals or to prove themselves. Soumaw knew love, to love of a parent sacrificing themselves for their family, praying Soumaw wouldn't reach them at least. It was its first time experiencing, though more of a distant feeling, so many other emotions. Feelings of achievement, calm, fulfillment, budding passion, so many other kinds of things that no one would feel as they were being devoured. Of course, Soumaw was vaguely aware such things existed. It'd seen as much in memories. But to feel such sensations spread throughout Its body was... enlightening.
And of course, there was that thing.

If Decaur or whatever he was connected to could see into Soumaw through this newly made connection between them, what they would experience within would be a storm. It would be like being completely surrounded by a dark sandstorm, so thick the sunlight couldn't reach that spot, so loud as to drown out thoughts, so wild one's movements became restricted to the whims of the wind, moving like a rag doll or a puppet with cut strings within. There were vague wails of the souls caught in the storm all around, being grinded down as memories and feelings gradually grew apart and became part of the storm. Two things, however, stood out from the rest. It was hard to see them as they were past quite a wall of sand, but their vague silluettes could nonetheless be spotted. One an enormous blurry form with hints of dark purple and chains that kept it stuck to the ground. Its eyes were a seething hot white, seemingly incinerating any 'sand' that came close, the other a faint and distant blue light.

Soumaw uttered a single word.
"Who...?"

 yeah, fair enough. card's a touch overtuned compared to Fact or Fiction, given it also lets you do pure card draw if you're lucky or have deck knowledge, but the overtuning isn't too intense and it doesn't let you benefit from grave synergies, so 8/10

The thing inside Decaur severed the connection forcefully; before he could process what he'd seen, it strongly suggested that he retreat immediately. "M-my apologies, friend. We will talk later." Even while he was finishing the sentence could even finish the sentence, his body, robes included, began to melt into liquid metal and transform into a flock of steel hawks, already taking flight.

Balance-wise I think the card works well, and I suppose it's acceptable as a response to my card, though only in the way a counter would work for just about any card. In Signs in the Storm's current wording no players are targeted ("an opponent chooses") so the second effect of the card wouldn't trigger. I guess countering spells is technically in white though quite exceptionally, and it's nice to see more cards in that color with a mechanic that fits so well with it. The rating is 6/10. It's a functional card but doesn't feel like a response to mine at all. Gets a little bump for doing the counter in white's typical condition, of a certain target. (you/your control).
When the connection was cut, it felt like being robbed of something. There all these emotions Soumaw was experiencing for the first time, if by a distant connection, and it all suddenly just... stopped. It vanished from Its body, not a suave transition but a simple drop. Even if Soumaw always had the intention to stop the connection once It had Its answers, the robbed one pulled away before giving Soumaw any. They escaped before Soumaw could resolve Itself on whether to stop them, leaving the spell-turned-planeswalker with but a single new sensation: A faint sense of nausea.
One day, if Soumaw came across them again, It would get Its answers. Soumaw's body swell and burst into shadows that dispersed into the air as It planeswalked away.
No card this time, since it's the end of this interaction.
