Many things are unknown for us. There's no hint what type-zombiefying and being Divine Dragon does and how easily you fill your graveyard in your environment. But regarding it only a zombie token sorcery with cost 3BB, it seems not to be costed low compared to From Under the Floorboards or Rise from the Tides. Even if limited, it seems not too strong unless your bro has many millings or very slow environment. Undergrowth in Guilds of Ravnica was very weak.But it will be more strong if you are playing EDH. What I can say now is that changing type-zombiefying to +1 ability and the ultimate to -7 might help balancing it. About wording, the first ability is ambiguous about when you decide to zombiefy a creature or not. Changing it to EtB, or at the beginning of your upkeep, or 0 cost instant ability etc will clear the timing. It might be able to count it as a replacement effect but I don't know whether it works or not in canon. And Dragon is a creature type so a planeswalker cannot have any creature type unless it becomes a creature like Gideon. You can word it "Legendary Tribal Planeswalker - Divine Dragon Mogithum" though it is too long. About the ultimate, it should be "creature cards in your ~" for a creature card is a creature only during in the battlefield.

The zombie-fying was supposed to work with a card that its power and toughness are linked to how many zombie type creatures are on the battlefield like Abomination of Llanowar, but for zombies. I'm trying to figure out if I should just make Mogithum just spawn that card WETB. For the planeswalker aspect, I'm trying to have a War of the Spark kind of deal with the effects being just as valuable as the ultimate. Something like Kaya, Bane of the Dead. The divine dragon part is related to the flavor of the card... cards... Cards. I have a planeswalker, see attachment, that when he and the twelve divine dragons come together or council it's either A. to reset the Universe or B. erase someone or something from existence, with I think is worthy of winning the game. I don't want them to be creatures, but planeswalker doesn't work either. My brother had the idea of Enchantment creatures. Lastly this is for a set not a deck. Sorry for the confusion and yes this is for EDH. Attachments:

Are you playing your decks composed of basic lands and original cards? I want to know hou many players join in the EDH and how many zombies it generates in average. It will be a hint. WotS PWs are classified among three types: - Only has minus ability with small effect.
- Plus ability with small effect and minus ability with large effect.
- Plus ability with small effect and the ultimate.
Your one is different from any of them. It only has an ultimatum and it results the cost equal to the initial loyalty. Any plus ability will correct this structural problem. Besides that, changing the ultimate to large effect will also work. A zombie per a turn will break the overwhelming speed and it will finally create zombies equal to the number of creature cards in your graveyards. I guess you are not entusiastic about exile so I recommend you to find a way to limit the number. If pure Divine nor pure Dragon isn't referred and Divine and Dragon at the same time is important, you can add Divine-Dragon planeswalker type. Though it doesn't interact with any Dragon referencing ability.

I was doing some research on the WotS planeswalkers before you replied. Your right I fumbled that one. As far as the divine dragon type planeswalker goes, I think that's think it's a contender As far as play goes we're not ultra competitive. We like to use real cards with like 5-10 custom cards, maybe more if we have a theme. We usually will have 6-10 zombies between the graveyard and battlefield. For one person mid game. Who knows how many token. I play BGU, my friend plays BR, and my brother is torn between tiamat and a GWR deck. On tiamat he knows the divine dragons don't count as dragons that why the set has so many dragons mainly elder dragons. Our games generally last 1 1/2 hours to 2 hours so you may be able to guess what kind of punches are thrown.
I just realized how op this card combo is. I'll probably change the ability to be what you recommended.
