I have a mechanic called Veil, it's like ward, mixed with hexproof, but I have a problem, I don't know how to word it.
It goes something like this.
Veil <cost> (This creature can’t be the target of spells or abilities your opponents control, unless that spell or ability controller pay an additional <cost> to negate this effect.)
However I want just to negate this effect only per targetting, and can't be ward, cause ward doesn't work well to be given at instant speed, since the target was already chosen.

Making it a static ability means that you should be able to give it to your creature in response to someone casting a spell on it, since unlike with ward, the trigger won't have been missed (since there is no trigger at all): "Spells and abilities your opponents control that target ~ are countered unless they pay <cost> for each spell or ability targeting ~."

Like Phyrexian Dreadnaught was once eratted, " As a spell or effect your opponent controls resolves, the player may pay <cost>. If they don't, counter it instead of resolving it." would works. Maybe "it fizzles" instead of "counter it" is more appropriate. If you don't prefer to use a word rarely used in the card text like resolve or fizzle, " : Counter target spell or ability your opponent controls and targeting this permanent unless the player pays <cost>. This ability can be activated only once for each spell or ability." can do almost same thing except some cases such as Burning-Tree Shaman exists.

I have a question now, what if I don't want to be countered, functioning like a hexproof that you may pay to deactivate.

I guess we need to specify the "they" or the "spell" better.

I think, "This creature can’t be the target of spells or abilities your opponents control unless that player pays [cost]" would be fine.
The way hexproof works is giving it to a creature cause spells targeting that creature, now illegally, fizzle, so there's no reason you couldn't also give veil the same exact wording you'd see on 'rhystic' hexproof.
Although thinking more about it, comprehensive as written, you wouldn't get the opprotunity to pay the veil cost for spells you'd already cast because their cost had been determined. I think you'd need to put a special en passant clause in your veil's comprehensives to make it function, something like: If the target of a spell would be made an illegal target by veil being granted at instant speed, that spells controller is given the opprotunity to pay the new veil cost.

This { if has_pt() then "creature" else "permanent"} can’t be target of spells or abilities an opponent controls, unless that player {for_mana_costs(add:"pays ", non:"", param1, action:true)} for each spell or ability that would target it.
