I like Quake Their Boots. Selectively choosing which creatures can block hasn't been done before, but making a specific color of creatures unable to block has been primary in red since the very beginning of Magic. Making a specific color of your choice unable to block for is great, because although making 2 colors unable to block for has been done, you don't get to pick which colors. 10/10

Spin the Hands of Time - The idea of suspending a spell that messes with other suspend spells is a novel one. I like that you can choose to further delay your own spells if the situation demands it. 9/10
((Purple is one of the five alternate colors that meshed with the five original colors in different configurations to form a series of planes in close proximity to one another. Together, these planes form the setting for one of the long-running d&d campaigns I'm in.))

Clan Sur Ka Emissary: I've always liked clever cards. I think the requirement of 1 devotion in 3 different directions partially offsets the fact that you're essentially getting a 2-mana creature out of your yard and a 1-mana 2/3 when you cast this. It feels pushed to me, but I don't see an issue with this card at . 9/10

Extradite: The idea behind this is cool, but I think it's too swingy at uncommon - if it's being triggered often, it's a massive advantage piece, but if it's not it's practically dead. 7/10

Solar Blade: There's nothing quite like a good, old-fashioned capacitor for storing up charge for later use. 3 mana for activation seems appropriate, but I'd probably bump the casting cost up to 2. 9/10.
You're likely remembering CR122.2, which says "Counters on an object are not retained if that object moves from one zone to another. The counters are not “removed”; they simply cease to exist." and assuming that the inverse is true if the object doesn't change zones; however, according to CR400.8, "If an object in the exile zone is exiled, it doesn’t change zones, but it becomes a new object that has just been exiled.", this does work as intended: the suspended object no longer exists; thus, neither do the counters; furthermore, there is no effect that places counters onto the new object created when you exile the suspended card from exile: as this new object does not have any time counters on it, it isn't suspended: according to CR702.62b, "A card is “suspended” if it’s in the exile zone, has suspend, and has a time counter on it."

122.2 is less strict than i remembered, but the inverse being true has some support via Skulbriar, as it becomes a new object, but counters aren't moved or placed on that new object, they just remain as the card becomes a new object. Amethyst Mage - i love a flicker friend but this is prob too efficient at it 8/10

Disciple of Ancient Tongues: Encouraging mono-colored decks is something I wish WoTC would do more often. It's hard for me to judge this as a ramp piece without knowing how much draw green would have access to in the formats this card would be played in, because this would encourage players to use its triggered ability to put a land onto the field before using their land drop for the turn - if they only have 1 land in hand, this doesn't ramp at all. Even without the ramp, though, it helps you do the other thing that green likes to do, which is go tall and wide, and it does it well. A 3/3 upside for 2 is in line with what green gets at rare. 8/10.

Name Recognition: Countering any spell so long as another card with the same name exists on the battlefield or in their yard isn't a condition I would have thought to use, and it's pretty cool. Counterspells are blue's primary form of removal, and each other color gets good removal at 1N, so I don't have any problem with this, but YMMV amongst people that use Counterspell as the metric against which countering any spell you want at an MV of 2 is judged. 10/10.

The 6+MV payoff effect is a creature that draws three cards, and though it won't trigger draw payoffs, that feels a too strong for uncommon: I'd reduce to looking at 2 cards or bump to rare, personally, but I'm by no means an authority. 7/10.

But I can tell you that it is a confluence of mana unlike anything I have seen before or since. According to the locals, two planes collided long ago, creating a landscape of interconnected sub-planes, each with a different combination of the magics of each of the two parent planes. There were ten colors in total: the five I was already familiar with and that appear to be universal, and what the locals called Purple, Yellow, Orange, Brown, and Pink. There was also raw mana of a form not yet touched by any of the other colors, but this was not used regularly by the locals."
Inquisitive Inspector: Green and White both like their +1/+1 counters, and going tall is a common archetype of the pair. I like that you can use a second copy of this card to generate a means to pump the first. 9/10

Order of the Spyglass - I like this. It's a clean design that allows counter-play in the form of sweepers. 10/10. "Noble is the first word that comes to mind when trying to describe a power that I have only ever seen in the hands of a select few visitors, and typically those better meaning than most." The Knight by this point has entirely reined their steed around to face the sorcerer. They lean forward. "But to call it 'alien'? Do you not understand fully the power which you wield?"
Radiant Novice Creature — Human Knight Wizard Radiant Novice gets +1/+1 as long as it's enchanted. Radiant Novice gets +1/+1 as long as it's equipped. 1/1 Curtail — Slightly different twists on forms of removal are a good way to form a color's identity, but uncounterability is situational enough without this kind of wording getting in the way. This being able to target abilities as well as being an exiling counter also makes it considerably powerful as far as X counters go. While it's difficult to gauge the overall strengths of a color from so little information, I think that playing around this card would not be very fun for how efficient and versatile it is. 6/10

A young woman steps out from the darkness, realizing that she's been discovered and that maybe in this specific case, she would do better talking face-to-face with a fellow researcher. She's probably in her mid-20s, but under her mask, the only gauge of her age would be her voice. "Hm. I was trying to gauge how you would respond to one of these entities," she says. Under the mask, her eyes train towards the book. "But, seeing your library, I might be better off asking about your research and the books you have at your disposal. Would you happen to have any books about creatures similar to the ones you saw earlier or perhaps about creatures beneath the ocean?" Deep Sea Studies Sorcery - Lesson Choose one-- - Create a 3/3 blue Octopus creature token. - You may sacrifice a creature. If you do, draw three cards. Xenomorphic Xenologist: This feels quite weak for something that's dependent on what your opponent does - I'd like to see this either trigger on your own creatures as well or maybe be at one mana. 6/10

A gleaming rift opens beside Novek, similar to the one he saw opened by the one-armed robot. But she is nowhere to be seen. The swirling colors of the rift turn black as night and the tear in reality expands taller than the lizard. A grotesque, bloated arm reaches out, followed by a similarly foul leg, then the rest of the hulking creature. Novek might have thought it an extremely corpulent man if not for its face being nothing but a black void resting inside the creature’s skull.
The creature begins to scream as it notices Novek.
Note: Reinforcements will be on the way for characters that need them

Shaman's Conservatory — Variant on Mystic Sanctuary's cycle, with the same development to boot. Not much else to say here—it fulfills its purpose as a purple completion of a cycle. 9/10

Yzjdriel "Well... ones with tentacles, bony platings, and transparent flesh, perhaps? Those would be the main defining physical characteristics. In terms of other traits, they tend to make the physical material around them grey and lifeless, almost like dust." Resonate: This can actually probably be common now - I think we got common copying recently? A bit weaker than the last spell copier we've got, but at common that's okay 8/10

cajun Novek started as the lumbering hulk emerged from the tear, her hands hastily reaching for a book - there had to be SOMETHING in her Archive that would help with this. "Return from whence ye came, foul creature!" she yelled as she quickly read off the incantation that would do exactly that. Peace Escapes You: This is an interesting beatstick enabler, even without paying the additional mana to turn it into a beatstick itself. It doesn't really feel blue to me, though. 9/10.
