The idea is not bad! The problem I immediately see is that they do nothing if you cast them without controlling creatures. Moreover the text in italic is ignored by the game, so the additional ruling you put in pharentestis should be written normally.
The power level is not very high, in particular the blue and black feel pretty weak.

Not doing anything with no creatures on board is the same limitation auras have, so as long as they're printed in a quantity with that in mind it's fine. I'd suggest putting them in aura slots in your set skeleton.
Italic text is ignored, but I'd assume the reminder text covers rules which are baked into the Territory subtype, so there's no problem there.

or

for the blue province rather than completely shutting down red and only red. Deathtouch on all your creatures is pretty strong, no need to buff the black one.
Other than that, I think you missed a word in your reminder text?

These ones are quite old at this point, I'll post the updated ones. However, the mention of rules and reminder text reminded me that I have some things to potentially clear up:

303.6. Some enchantments have the subtype "Territory." When a territory enters the battlefield, the player controlling it has an opportunity to have a creature occupy it which is defined by occupation rules (see 702.145)

702.145 Occupy

702.145a A Territory enchantment can be occupied by a creature permanent.

702.145b Each creature may only occupy one Territory at any given time.

702.145c Territory enchantments that have a creature occupying them have the occupied status which may activate some triggered abilities on the card. They may also have activated abilities which require the occupied status as part of their conditions.

702.145d When a creature permanent is occupying a territory it has the occupying status which may activate some triggered abilities on the card. They may also have activated abilities which require the occupying status as part of their conditions.

702.145e When a Territory enchantment enters the battlefield, its controller may choose a creature permanent to occupy it from among creature permanents they control that do not have the occupying status.

702.145f Whenever an occupying creature dies, is put into exile, or is returned to its owner's hand, the Territory that was occupied is no longer occupied and its controller may choose a new creature permanent that they control to occupy it.
