The comp rules for turnkey are below, as is a card with each iteration. What the most efficent wording for them? It's redundant because players will always choose the largest number of counters.
702-COM. Community Keyword Abilities
702-COM.1 While Magic’s Community has thought of these abilities, the totality of rule 702.1 applies to them as well.
702-COM.2 Turnkey
702-COM.2a Turnkey is an activated ability that appears on some cards with vanishing (see rule 702.62 "Vanishing"). "Turnkey N—{Mana}" is a special form of turnkey N. "Turnkey N—{Mana}" means "{Mana}, {T}: Put N time counters on this permanent." and "Activate this ability only if you controlled it during your upkeep." {Mana} cannot be less than N-2.
702-COM.2b Multiple instances of turnkey N on the same permanent are redundant.
Edit 1: changed after feedback from elsewhere
Edit 2: cleaned up subrule a's formatting
Edit 3: removed the link with the number of vanishing abilities
Edit 4: unified the ability and removed the cards
