Just rate as normal. And yeah, I'm still not really sure about Compelled Murderer. I'm have to think about it further.
Do you guys think this works the way it is? I originally intended regular attacking/defending be part of Location rules, too (so that the Ruler has an incentive to well, rule), but now I'm not quite as sure.
