I am working on a custom template for Spellfire cards. I need to define an image that can be changed by the user but is static for all cards. This would be similar to the Symbol, but it would be a full-color image with or without alpha. I think it may be possible with scripting, but I am having trouble figuring it out. In the image below, the circled image should be selected by the user and should be the same on every card. Does anyone know if such a thing is possible, and if so, how it can be done?

at present, the best way to do this is to have a .mse-include file, have a field where users can input the address, and then script the image location based off that field. you can see examples of this in many Mainframe templates, such as Mainframe rarity, custom legend crowns, the custom watermarks, etc.
one of the things that I'm campaigning for MSE 2.0.2 and beyond is improvements to the set image options so these can be uploaded instead of having to use include files

In the next release of MSE (coming really soon) you will be able to use image fields in the set info. So you wouldn't need to mess with include files and manually entering filenames.
