Looking to build a 1-set conspiracy style block, around a plane where mana can be found in super concentrated deposits of physical substance that require physical manipulation to extract, refine and use, much like fossil fuels. After a huge war between five monocolored nations, an empire emerges uniting them all. Use of concentrated refined mana is limited by the use of the government and its five allied-colored offices, while a rebellion with five enemy-colored factions begins to emerge. I wanted the allied-color offices to all have mechanics that are meant to retain control and board presence, while the enemy-colored factions are meant to have riskier, but harder to predict mechanics.
