Purple Waluigi Commander or riot It depends on the number of players but a Bowser that encourages everyone at the table to attack him could be fun. I'd look to Mario Party and similar spinoff games for inspirations on how each character can uniquely influence the field of play.

Smash Bros as well if you want to expand to other Nintendo characters.

How would you create the bowser that encourages people to attack him?

Smash Bros as well if you want to expand to other Nintendo characters. That has been a thought of mine. However, I think for my first set, I should stick to just mario. I definitely plan to expand soon though!

How would you create the bowser that encourages people to attack him? There are several creatures and enchantments that force players to attack you each turn. Just combine that with some kind of payoff. For example: Bowser Opponents must attack you or a planeswalker you control each combat if able. Whenever an opponent deals combat damage to you, that player discards a card. Something like that.

Question: how many people would need decks? A group of 3-4 has a very different design strategy than a group of 8-10.
My rough advice is try to get every deck based around a color theme, and have that based around a theme related to your commander. It makes it a lot more fun if all of your spells are somehow related back to your commander. In terms of commanders themselves, Mario and Bowser seem like a good place to start.

Let me guide your attention to the current challenge of the crossover game. There you can find some nice Super Mario designs that may give you some ideas.
