Alright, a few things:
1) As a general note, I wouldn't have gotten "top-down Roman set" from your cards if you hadn't told me. Your art and card themes are all over the place.
2) Your reprints
can't use the original art if your set has any kind of theme. When I see Healer's Hawk, I
immediately think of Ravnica.
3) Recruit is a
risky mechanic. I'm not sure about the pricing, but I
am sure that it's stronger than you think it is. If you have any Soldier tribal stuff going on (which you do), you're doubling up on all of the benefits. I'd price creatures with Recruit as if they had +1/+1 and a decent keyword (roughly on the power level of Menace).
4) Verdict is Metalcraft, but for Enchantments. Given that it looks like you're also going for Aura synergy, you'll need to tune your removal
carefully.
5) Is it
really a good idea to have a Roman enchantment set? It's going to feel
awfully similar to Theros, especially since original Theros also had some Soldier stuff going on.
6) What's with all the random knights in the art? Roman armor did
not look like that.
A few cards that stood out to me:
Good Boy: This little guy feels
very out of place, flavor-wise. It doesn't yell "Roman!" to me, and if you're doing a top-down set, your cards
have to be strongly themed.
Cold-Hearted Deserter: OK, if this guy is so cold-hearted, why is he giving me life? Also, his combat-damage trigger feels kinda weird next to Recruit.
Rallying Figure: Hahaha
no. Compare this guy to
Launch the Fleet, because he's Launch the Fleet on a 3/3 body... except probably better, because you can just put all of your Recruit instances on the same creature.
Pat of Flamingos: I don't know about you, but I don't associate flamingos with the Romans. I guess they liked eating their tongues? Also, why are random flamingos helping you see the future?
Moonwing Angel: And this was the point where I actually realized that you had Enchantment Creatures in this set. There should be a special frame that you can use in MSE. Also, that ETB should be on a Green creature, not a Blue one,
especially not a common.
Arouse Suspicion: This is
also very much not a Blue card. Blue can only use effects like this to dig for instants and sorceries. This should be a blue/green card, if anything.
Venom Suffusion: OK... Why do you have a random Splice card in this set? Don't get me wrong, I
love Splice... but Venom Suffusion is a
really strong card. I'd drop it from the set (it's weird having a mechanic like that show up only once in a set), or at the very least up the cost/reduce the life drain.
Molten Mouse: Why is there a random fire-elemental mouse in your Rome-themed set? Please, I want to know the answer to this question.
Perfect Formation: I actually really like Perfect Formation. Good job with this one.
Iron Falls: I have a feeling that I missed a cycle here... in general, common enchantments either are Auras or require you to sacrifice them to gain an effect. I mean, I like the effect, I just think this should probably be uncommon.
Flare Charm: I actually had a little twitch when I realized that this wasn't part of a cycle. That just feels kinda wrong, you know?
Peasant Harvester: Why did you make a new Farmer type when we have a perfectly good Peasant type thanks to Throne of Eldraine?
Feral Praesidon: Hold up, wasn't there a demon earlier who cared about power 5 or greater? Caring about different power thresholds feels kinda messy to me.
Stampeding Sledgehoof: Should
not be common. A 7/7 trampler for
(because let's be honest - you aren't going to be blocking with this thing) is Uncommon material.
Harmonizing Vedalken: Why
do you have Vedalken in your set? Four-armed blue guys belong in an India-themed set, dang it!
(I'm actually kinda annoyed that Kaladesh went with two arms - it would've been the perfect place to bring back Mirrodin-style Vedalken)
Killbot: I'm baffled by this one. Why do you have random robots in your Roman set?
Dual Lands: Umm... these should be uncommon.
At least. The basic land types
really put them over the top.
