Art is an exact replica of Jalum Grifter, only the Grifter’s been zombified, & instead of cards, it’s various pieces of his own anatomy (eye, nose, finger, exe; nothing internal or X-rated!):
Jalum Zombie Legendary Creature--Zombie Devil (Un- card) , : Choose target card in your graveyard and target card in an opponent’s graveyard in the same position as your card. Exchange those two cards. You may activate this ability if Jalum Zombie is in your graveyard, but only if you choose it as your card, and only if it hasn’t entered your graveyard since your last turn began. (If the card you choose is third from the top in your graveyard, you must choose a card third from the top in an opponent’s graveyard.) 2/4
You all understand what I mean by exchange those cards, right? Card in your graveyard goes into opponent's graveyard, and card in opponent's graveyard goes in your graveyard, and each goes in in the same location that the other was in.
Also, I wanted a way to make summoning sickness still matter in the graveyard, because tap abilities in graveyards.

I looked at Ukud Cobra, and this popped outta my head:
Rikki-Tikki-Tavi Legendary Creature--Mongoose This spell can’t be countered. Vigilance, shroud, deathtouch for Snakes Rikki-Tikki-Tavi has first strike as long as it’s blocking or blocked by a Snake. 3/2

Embarrassing Secrets Instant Split second (As long as this spell is on the stack, players can’t cast spells or activate abilities that aren’t mana abilities.) Each player mills X cards, where X is the greatest mana value from among cards in that player’s graveyard. Flashback—You mill ten cards. (You may cast this card from your graveyard for its flashback cost. Then exile it.)

Super Power Nap Enchantment - Aura Enchant creature Enchanted creature loses all abilities. When Super Power Nap is put into a graveyard from the battlefield, put a doubling counter on enchanted creature. For as long as it has that counter, it gains all abilities it had when the counter was put on it.

There is Syr Elenora and Sylvan Yeti, but no card that has only toughness equal to hand cards (and not power and toughness equal to hand cards). Let's fix that! Wall of Brains Creature - Wall Defender Wall of Brains’ toughness is equal to the number of cards in your hand. Whenever Wall of Brains blocks, the attacking player discards a card. 0/*

This card is perfect for those strategies, and absolutely terribad against them. I don't know if I should be impressed that you designed a card that's only good in discard stretegies, but not against them; or mad at you giving them even moar toys to play with.
Unrelated--an Un- card inspired by episode 1 of Elder Dragon Hijinks/Teferi's Protection:
Timebreak Instant You may pay and sacrifice a commander rather than pay this spell’s mana cost. Choose target spell, activated ability, or triggered ability with a duration. That spell or ability perpetually loses that duration.
I guess that explains how Zhalfir was lost.

So, I was out walking today (it had rained yesterday, and the clouds were still looking a little dark & stormy), when I saw the sun's rays break through the clouds. Entire wings of musea have been dedicated to such beauty, and who am I to resist the siren song of inspiration:
Ray of Dawn Instant Choose one— • Target white, nonblack creature gets +2/+2 until end of turn. • Target black, nonwhite creature gets -2/-2 until end of turn. Entwine (Choose both if you pay the entwine cost.) ------------------------------------------------------------------------ The same light that invigorates the holy banishes the unholy.

How to make a fair Time Walk effect, as suggested by Rocky Horror:
Time Slip Sorcery This spell can’t be copied. Cycling (, Discard this card: Draw a card.) Madness—, Discard a card. This spell can’t be cast via any method other than paying this cost. (If you discard this card, discard it into exile. When you do, cast it for its madness cost or put it into your graveyard.) You take an extra turn after this one.
How to have an idea inspired by brainstorming (but not Brainstorming) for your previous idea:
Time Slice Sorcery This spell can’t be countered. Take an extra turn after this one. At the beginning of that turn’s end step, you get an emblem with “You can’t take extra turns.”
How to go off on a typical tangent of "This spell must be countered.":
Bad Choices Instant This spell must be countered. Search your graveyard, hand, library, command zone, and exile for a nonland card with mana value X or less and cast it without paying its mana cost. If you searched your library this way, shuffle. When this spell is countered, you draw X cards.
Worse Outcomes Instant This spell must be countered. Return target artifact or creature card with mana value X or less from a graveyard to the battlefield under your control. When this spell is countered, it deals X damage to each target.

I've been having the weirdest dreams lately:
Dzorkas, Shepherd of the Way Legendary Creature--Zombie Angel Cleric Flying, deathtouch, lifelink, vigilance The “legend rule” applies to cards in graveyards. If a card in a graveyard would be sacrificed, exile it instead. , Sacrifice or exile Dzorkas, Shepherd of the Way: Return each permanent card that entered or left a graveyard this turn to the battlefield under your control, then gain control of all other permanents on the battlefield that entered the battlefield from a graveyard or exile this turn. You may activate this ability while Dzorkas, Shepherd of the Way is in a graveyard, but only if it entered that graveyard this turn. 3/8
EDIT: This just came to me as I got to the Second Sunrise section:
Mages' Tax Enchantment As Mages’ Tax enters the battlefield, choose a nonland card name. Spells with the chosen name cost more to cast for each permanent on the battlefield named Mages’ Tax.

Prismatic Obelisk Artifact When Prismatic Obelisk enters the battlefield, for each color put a counter of that color on a different target permanent. Each permanent with a color counter is the color of the counter on it and has “ : Add one mana of that color.” sdfkjgh totally love Mages' Tax!

Spike’s Sideboard Aritfact , Exile a card from your hand: Conjure X different cards that have been banned or restricted in a Constructed format into exile, where X is the ammount of mana spent on this ability. Then put a card exiled or conjured with Spike’s Sideboard from exile into your hand. Taking You Out Instant Choose two target creatures and choose one — • For Dinner — Put a +1/+1 counter on each creature chosen this way. • In Combat — The Chosen creatures fight each other.

Trying to come up with an entry for race led me to this. I realized a race to cast the highest mv for the turn was a little too abstract, so here's how things turned out:
Emphatic Meditation Instant Instant Cast this spell only during a precombat main phase. Effort 1 (When you cast this spell, if it has the greatest mana value of spells cast this turn, you draw up to one card.) Look at the top four cards of your library. Put any number of them into your graveyard, any number of them on the bottom of your library in a random order, and the rest on top of your library in any order.
Ergohydra Creature--Hydra Flash Effort X (When you cast this spell, if it has the greatest mana value of spells cast this turn, you draw up to X cards.) Trample Ergohydra enters the battlefield with X +1/+1 counters on it. 0/0
Hearthfire Shrine <--EDIT: forgot to put the mana cost! Legendary Enchantment--Shrine Effort 1 (When you cast this spell, if it has the greatest mana value of spells cast this turn, you draw up to one card.) When Hearthfire Shrine enters the battlefield, search your library for a planeswalker card with starting loyalty of 3 or less or a creature card with power 2 or less, reveal that card, and put it into your hand, then shuffle. Whenever you draw a card, you may pay or . If you pay , put a +1/+1 counter on a creature you control. If you pay , put a loyalty counter on a planeswalker you control.
Spiteful Augury Sorcery Effort 2 (When you cast this spell, if it has the greatest mana value of spells cast this turn, you draw up to two cards.) Spiteful Augury deals 2 damage to each creature, player, and planeswalker.
Hyperactive Gobling Creature--Goblin Spawn Effort 1 (When you cast this spell, if it has the greatest mana value of spells cast this turn, you draw up to one card.) Haste 1/1
Force Engine Legendary Artifact This spell can’t be countered. All spells have effort X, where X is that spell’s mana value. (When that spell is cast, if it has the greatest mana value of spells cast this turn, that spell’s caster draws up to X cards.)
Note that effort isn't a one & done thing; if player A casts Hyperactive Gobling as the first spell of the turn, they'll draw a card, then if any player casts a spell with effort and a higher mv that turn, they'll draw a card, and so on. However, if player A casts the Gobling as the first spell of the turn, and player B responds with Emphatic Meditation, then only player B will get to draw a card (unless any player responds to that with a spell with higher mv).
EDIT: TOO MANY IDEAS:
Brain Explosion ::BRG:: (Where are all the tribrid mana symbols? MSE can support them, so why can't the forum?) Instant Target player reveals their library, then adds X mana in any combination of types. They may cast any number of instant and/or sorcery cards from their library. Then, for each instant and sorcery card not cast this way, that player loses X life. Then that player shuffles. If this spell targets an opponent, X can’t be less than 6.

Placeholder for this week's CotW, so as not to muddy the waters if/when I need to link to it, pending Orion Rings' answer. Inspired by the last quarter of Drive to Work #901:
Oddity Engine Artifact Spells you cast cost more to cast. Spells your opponents cast cost less to cast. Whenever an opponent casts a spell, you gain X life, create X Treasure tokens, and draw up to X cards, where X is the mana value of that spell. Whenever you cast a spell, each opponent loses X life, sacrifices X tokens, and discards a card, where X is the mana value of that spell.

What if they had also set up the rule that no one could be taken out unless it was with Commander damage? Then I thought about making the challenge harder, with a 1/1, then this popped out:
Perseverance Legendary Creature--Elemental Incarnation Indestructible, shroud, aggressor Perseverance’s power and toughness can’t change. Whenever Perseverance deals combat damage to a player who is an opponent of its owner, you gain X life and each other opponent loses X life, where X is the total amount of damage it has dealt this game. : Perseverance can’t be blocked this turn. : Perseverance gains haste until end of turn. : Perseverance gains deathtouch and deathtouch for planeswalkers until end of turn. 1/1
Unrelated card:
Spiteful Misfortune Instant Split second (As long as this spell is on the stack, players can’t cast spells or activate abilities that aren’t mana abilities.) Choose a random creature on the battlefield. You may pay . If you do, repeat this process except you can’t choose a creature already chosen for Spiteful Misfortune. Each other creature on the battlefield deals damage equal to that creature’s power to the last chosen creature. ---------------------------------------------------------------- Fuck that guy in particular!
Crown Shyness Tribal Enchantment--Treefolk As long as a player controls a creature, other creatures with the same power and/or toughness can’t attack that player or planeswalkers that player controls.

So, last night just before I went to sleep, I was thinking about how every color now gets two-mana 1/1s that cantrip, but since 's the best at drawing cards, how would that look? I figured either this:
Knowledge Broker Creature--Vedalken Advisor If you would draw one or more cards, you may reveal this card from your hand instead. When Knowledge Broker enters the battlefield, if you didn’t draw any cards this turn, draw two cards. 1/1
or this:
Knowledge Broker Creature--Vedalken Advisor When Knowledge Broker enters the battlefield, draw a card. 1/1
Seemingly pointless cost reduction isn't pointless:
Smoke-Engine Shinobi Artifact Creature--Ninja Ninjutsu . This ability costs less to activate for each other ninjutsu ability you’ve activated this turn. (, Return an unblocked attacker you control to hand: Put this card onto the battlefield from your hand tapped and attacking.) 1/1

Why not allow the activated ability to target any artifact you control? I didn't want to make it too strong. I think it's good enough as it is. My original idea didn't even have the ability at all, but then I thought it would be fun if the thing could animate itself.

Have an Un-card:
Forged Bounced Check Artifact Flash Forged Bounced Check enters the battlefield tapped and exerted. , Sacrifice Forged Bounced Check: Destroy target opponent’s credit rating.
I need some ideas for flavor text, but one idea that I had was for digital-only formats, and a stock ticker displaying in real time the ever-increasing price of a Black Lotus.
