I think it might be too flashy for an uncommon. It just seems like an uncommon would be a little more subtle. I do think the power level is right though.

Nonagon Infinity that's very expensinve just to draw some cards. Especially the initial cost of discarding three cards plus 7 mana with an extreme color density. This could be a lot cheaper and without the additional cost and would probably still be balanced. Maybe add "if you do" to the modes. That would make it trickier and still playable. And even then I think chaper III can still do with just one creature. I even think you could shift the costs of chapter I and II to chapter II and III.

Interesting idea for a new format, with several subdivisions: X-Hundred: The only cards legal in each subdivision are cards from sets mentioned in that particular X-Hundred and Counting article, minus any bans announced for that particular Standard (with a few exceptions: Rampaging Ferocidon did NOT deserve a ban, but Ramunap Ruins most certainly did! I see you, Reuben Bresler).
Also, continuing my theme of universally recognizing banworthy cards, if a card was banned in ANY OTHER format, it's banned in X-Hundred (looking at you, Paradox Engine!)

Another card designed in my sleep:
Cinder Kapnomancer Creature--Elemental Wizard Shaman Cinder Kapnomancer enters the battlefield tapped. Haste , : Cinder Kapnomancer deals X damage to any target. You can’t spend less than to activate this ability. Permanents dealt damage this way gain “This permanent can’t attack or block, and its activated abilities can’t be activated” until end of turn. 1/3

I think enter tapped + haste + is a fun combination. I don't think detain is in red's part of the color pie. And thanks for linking that kapno; that's interesing.

Paralyze the Mind Sorcery Target player rearranges their library in reverse order and puts every second card into their graveyard. The way you do this is take your library and pileshuffle it into two piles, then put one into your graveyard. I came up with this because a friend of mine once did this when I played Traumatize. And it's actually faster than counting your library and then recounting half the cards.

dangerousdice: Putting counters on cards in graveyards is interesting, but a little too fiddly, especially when there's already a way to do about 98% of what you want. I'd suggest exiling those cards with submerged counters on them.

Homeschooling Enchantment--Aura Enchant creature When Homeschooling enters the battlefield, draw a card. At the beginning of your end step, if enchanted creature didn’t attack this turn, put a +1/+1 counter on it, and you may draw a card. This feels a lot like a reverse Curious Obsession but slightly better. Also, as a homeschooled human, I approve of the name.

Let's make mana value mean something again, dammit! Is this the part where the Elvish Piper variant of the meta comes in to ruin everything? (I am genuinely curious if people would pivot to Champion of Rhonas in this hypothetical meta, though.) That said, I think the first "this turn" might not be needed since this seems like a static effect. Not sure if Arena tracks turn numbers but it seems like counting lands could work too while being more intuitive.
