So this is for a RPG variant I've been working on, where players are new planeswalker and have to train against different custom decks. For this Ice Princess deck I want it to focus on snow but there isn't an easy way to make existing lands snow. So I though something like this could do the trick. The problem is getting it into the battlefield early. Maybe even at the cost of skipping your first draw? I'm not sure if this is even possible. I'm going for an effect that would let a player pull out one of these. I know the Panglacial Wurm has a similar ability, but nothing can activate while in the library. Ideas?

What you want are Conspiracies - they aren't legal in any non-Conspiracy format I'm aware of, but they do exactly what you want to do. Hymn of the Wilds is a pretty good example of what they look like.

This would be impossible as writ. (And that's not an abilityword, that would be an expert-level keyword.)
You would need to have one of these on the battlefield in order for the keyword to fire off unless otherwise specified, and you're not taking into account the possibility the decks' cards will be mixed.
Even then, this ability is basically a red flag to any player who has some sense, as you're essentially telegraphing what your deck's focus will be.

I have to be honest I don't exactly understand what you are doing with the card and/or snow-covered.
Is the deck you are building some sort of automated deck? Is this implementation electronic or paper? Are you expecing players to use this in their own deck construction? What other types of cards do you expect to be used with this one? Are there any reasons except for flavor for the lands to be snow-covered?
I'm not trying to be oppositional I just don't understand your design criterion enough to be of any help, so I'm asking questions.

As of Coldsnap Snow permanents produce a special type of mana which is necessary to use some abilities. That said, these casting costs are only present in Coldsnap proper. See Ohran Yeti or Frost Raptor as examples.
