Tahazzar Much appreciated, I think that many of your suggestions could improve the set! I hadn't considered the comments regarding rarity shifts as deeply as you have, so thank you for coming up with potential solutions!
I did consider having Shadow Manipulator exile rather than sacrifice but I chose to keep the graveyard interaction there because Delirium is in the previous set. In my mind the options it provides are worth dealing with possible memory issues.
There are also two mono black mythics. There is one mono colored mythic in each other color because of the dual colored mythics in those colors. This did cross my mind as I was spoiling the set, but it worked out in the set skeleton so I didn't consider it noteworthy.
The reason Vision of the Surface and Defensive Tactics came to be is I felt the need to design common and uncommon green Delve instant cards to fill the set skeleton, so I'll take that into account when considering your suggestions regarding them.
With your suggestions taken into account these are the changes I feel comfortable making.
Updates 09/23/18: Changed Praise to mythic rare. Changed Ambitious Scout to rare, removed lifelink, and changed "When ~ enters the battlefield" to "When you cast ~". Tree Spider is now a 1/2 with reach. Changed Due Diligence to uncommon. Changed Satiation to common. Changed Scrap Heap to uncommon.
Changed Poisonous Boon to common and increased the cost of its second ability by . Defensive Tactics is now a rare that says "Until end of turn, target creature assigns combat damage equal to its toughness rather than its power." (This may not feel as exciting as rare either but I feel like it's better than Roar of Growth was.) Vision of the Surface is now a uncommon that says "Target creature gets +0/+2 until end of turn. Untap it. Draw a card." and has Delve.
Roar of Growth is now an common that says "Put a +1/+1 counter on target creature" and has Delve.

Here are my opinions on some of the parts I've seen so far: The scout lands cycle: These are absolutely broken for any graveyard control decks, and since that's due to its cost there really is no way to fix it. Mushroom Grove: This is the opposite. This is way too weak to be playable . If I were to make this card it would have " : Add to your mana pool," and " : Each player glares, if you win add one mana of any color to your mana pool." Horror counters: This is a super cool idea. (its not all negative) Impossible Mirage: This is a really cool card with a cool mechanic (as I've already said), but its a bit unusable now. If you were to add ": Add to your mana pool," so that you had an option to not rack up seven horror counters super early. While Mana Conflux and City of Brass don't have that option, its because their drawbacks were so negligible that you had to be forced to take it every time to balance them. Concerted Aggression: This is another really weak card. Most cards that untap all of your creatures costs about 5 mana (cmc but still), so that means that if you were to pay that same amount, it would only untap 2 of your creatures. At the same time, if it were only , that would be too powerful, so it's a tough one. More to come later

Part 2: Heretic of the Pantheon: Once again, this is crazy under powered. Sheoldred has the same cost, but is worlds better, and even she isn't used a whole lot. Ivory Archives: This one is a bit odd, but I can't say there's anything wrong with it. I just personally think it really doesn't fit the mythic rarity. Maxwell Carter: +1 is pretty op for a 4 cost planeswalker, -2 is a bit underpowered, I would switch the two, -7 is absurdly op, even for an ultimate. Tree of Ages: A bit overcosted. Wilson, Fated Traveler: -15 is pretty weak. Wintry Deerclops: Shouldn't be legendary, since it isn't a named character. Arcane Reminiscence: A bit overcosted. Ceremonial Dissection: Again, a bit overcosted. Consequences of Catastrophe: Way overcosted. Effigy of Fantasies: I would have it say "you or a creature you control" just to make it more usable Frightening Octopode: Its not a super unbalanced card, but it would be so much better if it had menace or some kind of land walk or something so that its harder to block. Inordinate Cultivation: This is crazy op. If you had it send them to your hand instead it might be alright. Intelligent Scholar: A bit undercosted. Magmite Reservoir: That ability should cost like or , along with tapping. Monstrous Amalgamation: *for Necrotic Welder: That's pretty cool Acolyte of the Damned: Its op. I would recommend upping the cost.

randyrenegade thanks for the comments - good and bad - much appreciated! I'll make sure to take another look at a few cards that you brought up. I'm not so worried about underpowered cards - we all know that WotC prints them even at mythic rarity... I will definitely consider changing a few of the ones you mentioned and will update when I do.

- Wintry Deerclops is now Clops, Wintry Minotaur
- Maxwell Carter's ult says "instant or sorcery spell" rather than "noncreature spell" - Added "If one or more counters would be put a creature you control, you may choose to lose that much life instead" to Effigy of Fantasies
- Changed Acolyte of the Damned from "whenever a creature dies" to "whenever another creature you control dies" - Added to the cost of Magmite Generator's second ability - Changed "from" to "for" in Monstrous Amalgamation
- Inordinate Cultivation now puts lands into your hand rather than onto the battlefield tapped.
