Another shot. Though, ultimately, unless I go with the original entry, I'm thinking I'll need a new submission.
When World Domination enters the battlefield, each player gets five flag counters to place on creatures they control. If a player controls no creatures, each player may claim those counters one at a time starting with the player who controls the most creatures, followed by the player with the most life, followed by the player with the most cards in their library. Whenever a creature dies after taking combat damage, if it had a flag counter, put a flag counter on the creature that did the most damage to it. During your end step, if a player controls eight or more flag counters, that player wins the game.

Changing my entry to... Monopolize (2,W,W,W) Enchantment (mythic) (X,X,X), tap a creature you control: Put X tax counters on target land. Whenever an opponent taps a land for mana that has tax counters on it, you may draw up to X cards, where X is the number of tax counters on it.

Time BaronsTemporal Fortress Enchantment If you would draw the first card of your turn turn, instead set the number of action counters you have to 2. (They have "Expend this: You may add one mana of any color or create a 1/1 colorless Construct artifact creature token. Otherwise, draw a card.") After some consideration having action counters be supported by simplified reminder text seems to be the best decision as it lets it be used in other cards with out the modal list.

Slightly cheaper version using a tapped creature to offset some of the cost (new version is on the right), it has the flavor of actually claiming the land by tapping enough creatures to capture it and sending a tax collector to go collect your income from the properties (by tapping creatures whenever they tap for mana) which also hopefully balances out one's ability to abuse this by putting counters on all of their lands and essentially drawing cards for free. I'mma go with the second one, albeit with some syntax adjustment. Monopolize (2,W,W,W) Enchantment (mythic) (X,X), Tap X creatures you control: Put X tax counters on target land. Whenever an opponent taps a land for mana that has one or more tax counters on it, you may tap an untapped creature you control. If you do, you may draw one card for each tax counter on that land.
