i am toying around with making custom alters for myself. im having an issue with poor image quality. is there a way to improve resolution and up pixels?

If you chose the image and then changed from one frame to a frame with a differently sized image there might be something you can do; that is reload the image. When you pick your image, MSE caches precisely the part of the picture it needs for the current frame; if you then change to another frame with a different image size it, the program will squash and stretch this cached image to match the new size. Because MSE isn't over-engineered to hell, this often results in pixelation because it's not got the very clever math (that I don't even really understand) to prevent transform artifacts. So, if the image feels pixelated, try reloading it. But in general, you just have to start with an image that's got a higher resolution. Our current math can't relably enhance things the way they do in dramatic copaganda shows; and our current technology can't do it quite yet either, although it's getting closer.
