The two dragonflies go still as Leira reluctantly reaches to meet Seska's hand. "My name is Leira. I work with the Eternity Project for Interplanar Cooperation... you might be familiar with them. We're based in Volaria, which makes this very important for many reasons..."Blazing Contrails should probably remember that Trumpet Blast is the usual standard for this effect. Mostly out of color and also much too cheap? 6/10
Aetheric Surveyor   Creature - Elemental  Flying Whenever a land enters the battlefield under your control, put a +1/+1 counter on a creature you control. 1/1

Though Leira might be surprised by it, Seska merely raised a brow as a hulking brute of an elemental dug itself out from soil between two trees, towering over them and staring intently. "Ah, there you are. What did you see?" Seska stepped forward to meet the creature, the elemental lowering it's head for Seska to reach up to its side. They were still for a moment, before Seska stepped away, and the elemental unbowed. "I've been somewhat plagued by all sorts of summons since I became a student at Hoclund. At least as I grew older they became more useful to me." She turned back to face Leira, the elemental holding it's place. "There seems to be some amount of sinkage to the south, several meters of forest are already beginning to slip towards the sinkhole. We should probably get to higher ground before the ground falls out beneath us."{Response Card - Knollstone Brute}  Aetheric Surveyor - Should be uncommon, but I like it. 7/10

The other one returns to hover by Leira's side. In a few moments, the golden glow fades from her eyes, returning to the near-black shade they were before. Leira looks around on her own.
"Agreed. Let's get to somewhere safer."
This creature isn't missing a word from it's text box, so it's probably fine compared to Primeval Titan. 4-mana 4/3 rampy thing. 9/10
Reconstitute   Instant  Exile target creature, then return it to the battlefield tapped under its owner's control. If it was a Spirit, Elemental, Illusion, or Aetherborn, put a +1/+1 counter on it.

It seemed to understand, and began making it's way up from the sinkhole. {Gift Card - Aether Guideway}  Reconstitute - Tribal for a weird collection of four types like Swarmyard has precedent, and I like the flavor of it being something that is or could be made from aether or elemental stuff. Sort of a tap, evasion, and power up in one, like a beefed up Long Road Home. 8/10

Sort of a tap, evasion, and power up in one, like a beefed up Long Road Home. 8/10 Leira needs to ask no questions to start her journey up the solidified aether, and while she travels, she taps a message out onto her tranceiver. The dragonfly that's following her races off to the northern edge of the hole and, after around a minute, a third one manifests into existence, sending itself high into the air.
Aether Guideway is a lot of mana for something that doesn't provide a power or toughness boost. 7/10
Triangular Cartography   Instant  Scry 2, then investigate a number of times equal to the number of untapped creatures you control.

I'm making observations so that another member of the Eternity Project can stabilize it. Without knowing how dangerous it is, I'm the one that needs to be sent first."
The golden shimmer returns over her eyes. The dragonfly, which at this point is high enough to be barely visible against the sky, hovers and turns to point downwards towards another of the dragonflies. "According to Varei, I need to get how large it is, how rapidly it's expanding, and how dense the aether is. Apparently a normal stabilization grid should do, but he needs to know how many stabilizers and how to position them."
Material Exchanger needs to reveal and probably be uncommon because repeated card advantage. Otherwise like it. 8/10
Lone Hope  Instant  Cast this spell only if you control exactly one creature. Target creature gains protection from everything until end of turn. It can block any number of creatures this turn. Untap it.

It would have been a quite useful trick for anyone studying at Hoclund. "I see. Well, I observed everything I could personally, but I presume your organization will have a better idea how to approach it than me. I'll be happy to lend a hand if possible, should you need it. Even if my understanding pales in comparison to yours." She waits for any response or confirmation on her offer, before departing from the valley. She was done here, for now. Lone Hope: I'm not really sure how to judge this, given it's sort of like a reverse boardwipe? I think it's too good. 6/10

One of Estova's daggers flies towards Seiva. She pushes her arm to her side and closes her eyes, envisioning the dagger stuck in a wall of ice. She feels the flat blade of the knife bounce off her chest, scrunches her eyes, and then takes a look. The wall did come out this time. That was progress. It was still much too slow, but it was progress. Seiva let the wall disintegrate. "Again."
"You sure you don't want to take a break?" Estova tries to convince her. "We're not really--"
"Absolutely not." Estova goes silent. "I'm the only one that's not capable of doing my job right now. Sitting around, waiting for something to happen..." Seiva lifts her hands in the absence of words. "That's not good enough."
"Really, it's okay. You can calm down, work on recovering. We've got plenty of people around here."
"It's not." Seiva produces a shard of ice and sends it into the sky. Instead of going straight, as she would have preferred, the crystal veers off to the left. "My duties, the ones that I was given when I was able to do them." Another pause. "Because I haven't recovered yet, they've been shunted onto everyone else. We're in the middle of dealing with an interplanar threat... You all have far more important things to do than babysit me while I can't do it myself."
Estova looks at Seiva with a slight head tilt. "As though we're not already busy without having to throw spells at you to no end. Don't you have a way to do this on your own?"
Seiva looks into the sky past Estova, thinking through her options.
"We can handle your jobs until you're done recovering. If you're going to do it faster, try not to take us away from them to do it."
"... Alright, I'll find... something else."

Briar flew in towards the EPIC outpost, carrying one of her faeries in her arms. Not far behind her, a few other sickly faeries fluttered, working on helping each other forward. "We need... something!" she says as she approaches, "I don't know what's wrong, everyone is getting sick, some are going crazy, it won't stop, it, I, they..." Briar sputters in a panic. A black oil is dripping from the eyes of the faerie she carries. Harsh Measures  Enchantment  As Harsh Measures enters the battlefield, choose one of flying, first strike, deathtouch, double strike, haste, hexproof, indestructible, lifelink, menace, prowess, protection, reach, trample, and vigilance. Creatures with the chosen ability get -1/-1. on flying, as it were.

(Seiva intends to lead Briar to Ani and his setup, who is in a better situation to explain everything else.)
Harsh Measures's most likely use case is probably flying? Probably more limited than Illness in the Ranks, so it's probably fine. 8/10 Moments of Life  Instant  If a creature you control would die this turn, exile it instead. At the beginning of your next upkeep, return it to the battlefield tapped under your control.

The only person at the outpost that seems to be frequently busy with other people is a woman with a clipboard wearing almost all-black. She has a thick sweater, but not a coat yet. and even it seems to be decorated with some kind of symbol on either shoulder. In the time that she was being watched, the woman fills out two pieces of paper on her clipboard, has a conversation with a teenager that results in one of those pieces of paper exchanging hands, and has a separate conversation with two other older-looking people about her condition.
Contemptuous Glance is an interesting card. I'm wondering if it could see constructed play. 9/10 Seiva, Storm-Struck   Legendary Creature - Human Wizard  At the beginning of your upkeep, tap Seiva, Storm-Struck. Whenever you cast an instant or sorcery spell, Seiva gets +1/+1 until end of turn. Untap her. 3/2 (Seiva's power gets big enough to avoid dying to the thing)

"Oh, he-- ah. Uh. Ah, ah, huh. Yeah, uh, okay, this is... this is bad. Okay, yeah. So, uh..." Ani's eyes are flicking around to each of the faeries, and each and every time he changes faeries, a different concern pops into his mind. What if this one's too hurt? What if I screw it up? What if... "Right, this is... Sorry, focus." As Ani says the word 'focus, he claps his hands together, and a golden color takes over his eyes. Another shimmer of magic happens without any further hand motions or words, and his words now work to the non-Briar faeries. "Okay, now, that should help a bit. Right, so." Ani starts pointing at each of the faeries as if counting. "This is an... infection, made by things from a plane called Phyrexia. It'll corrupt things it touches unless it's killed, and once it gets too far apparently it'll turn them against their friends. I've been testing on plants, so I haven't seen that yet."Ani does another count, this time counting the ones that might not survive the procedure. Once that one's done, he tries to find the least-poisoned faerie he can find to make sure that he can show a working procedure. "I... We've been working on something to counteract it. It's not fully ready yet, but I can stop... some of it. I don't... I don't fully know what'll happen if I try to kill oil that's taken over something important, but anything else I can do safely for sure."Appeal to Elders at worst gives haste to all your things, but that's also the worst thing Rhythm of the Wild does, so this is probably good. 9/10 Focus   Instant  Choose target creature you control. Whenever that creature deals combat damage to a player this turn, draw two cards. Aethercast -- If   was spent to cast this spell, that creature gets +1/+1 until end of turn and can't be blocked this turn.

I'm also not sure why you didn't use the standard "~ doesn't untap during your untap step" wording for the first ability, but that's a minor quibble. Oh, and "Storm-Struck" is a great epithet. I'll say 9/10.The woman smiles as her skin begins to liquefy, crackling like an egg dropped on a hot sidewalk. Her hair fades to a dull gray and she stoops over, gritting her teeth. At last her skin hardens again, now dry and wrinkled, and an old woman slowly hobbles over to greet Seiva.
"Excuse me, young lady." She hands Seiva a silver rectangle with angular symbols engraved in it. "I'm Keltria Vennem, emissary of the Hub. It's come to our attention that your civilization has recently developed interplanar travel, and I have been sent to review it for a potential invitation to the Known Worlds League. I will, of course, need to test your method of transport first." Skinguise   Artifact – Equipment  Living weapon Equipped creature has base power and toughness 1/1, has hexproof, and can’t be blocked. Equip

We recently developed a system of tunnels to allow ourselves to travel between worlds. ... Unfortunately, this tunnel is only built to connect to Entela directly. Sending others is a security risk due to the lack of infrastructure on the Entelan side. I'm sure you can understand that."Skinguise is neat flavorfully. I'm not sure if being able to make anything an invisible stalker is a good thing, but at least it makes them smaller. 8/10 One Way   Instant  Creatures can't attack players other than target player this turn. Creatures attack this turn if able. Draw a card.

It's the mass-goad in multiplayer that I'm worried about, since Disrupt Decorum is a 4-mana sorcery that doesn't cantrip. 7/10."An information security risk, no doubt. Can't have me leaking state secrets." The woman winks at Seiva. "No need to worry, it's all confidential. I use a prosthetic short-term memory that will wipe itself when I conclude the visit. For my protection as well as yours, I might add – you wouldn't believe the mind-fuckery some first contacts try to pull." "I think the Lerithans call them 'checkpoints'. I mean that no one on that side is trained for combat. If someone, like a Phyrexian or something, went through into Entela, it would slaughter everyone there... As such, I'm not allowed to send people through without total confirmation that I know who they are and what they'll be doing in Entela."
Cranium Clasp seems like a good card. Decent stats for its cost and can cash itself in before you requip it. 9/10 Interplanar Checkpoint
Land Whenever one or more creatures attack you, put a charge counter on Interplanar Checkpoint.  : Add  .  , Remove two charge counters from Interplanar Checkpoint: Create a 1/1 white Citizen creature token.

But I'd like it just fine as an artifact (or an enchant land, like Underworld Connections), and the flavor is nice. 8/10. The woman's lined face remains impassive, though her eyes quickly dart about the settlement before settling back on Seiva. "You ever met a Phyrexian? I have. They've fallen far from the world-devouring threat you've clearly heard about. They don't even have the technology to pass for human anymore."
Her gaze softens. "I do understand the concern, however. I formally grant you permission to detain me beforehand." She raises her hands above her head. "Search me if you like. I may not be entirely human, but I'm completely unarmed."Surprising Strike   Instant  Search your library for an Equipment card with converted mana cost X or less and put that card onto the battlefield equipped to a creature you control, then shuffle your library. Sacrifice the Equipment at the beginning of the next end step.

She's a pretty important contact for us, so we should probably clear it up if it is."It comes to my attention just how many things black is allowed to do that it can get both Smiting Helix and this. WindyDelcarlo Time After Time: I like this as a hate card or group-hug combo piece. The fact it also works on your own draws seems potentially degenerate alongside cards like Faithless Looting, though, especially since the fail state is still a 1-mana cantrip. 8/10."Mm… no." The elderly woman's face quickly recovers a neutral expression, but a faint sound of grinding metal seems to emanate from somewhere behind her eyes. "No issue. Following one of Lettie's checks with Ani, she seeks out Seiva, ledger in hand. In contrast to her manner with Ani, her voice is monotone, and sharp. "Miss Seiva. I need to hire forces to protect one of the planar tunnels, Spirits help us." Lettie drawls the platitude, with droning irritation. "Any amount will do. Attacker is a planebound machine, shapeshifting, resilient, equipped with magitech weaponry, trying to force its way off plane. With the oil outbreak, it's at the worst possible time. There is significant risk for any those defending. Consider it a possible payment, depending on personnel, for my involvement with Ani and the outbreak." Despite the straightforward manner in which she speaks, Lettie's expression is one of disdain.Dismal Business   Sorcery  Target player sacrifices two creatures, then draws a card.

"Oh, he-- ah. Uh. Ah, ah, huh. Yeah, uh, okay, this is... this is bad. Okay, yeah. So, uh..." Ani's eyes are flicking around to each of the faeries, and each and every time he changes faeries, a different concern pops into his mind. What if this one's too hurt? What if I screw it up? What if... "Right, this is... Sorry, focus." As Ani says the word 'focus, he claps his hands together, and a golden color takes over his eyes. Another shimmer of magic happens without any further hand motions or words, and his words now work to the non-Briar faeries. "Okay, now, that should help a bit. Right, so." Ani starts pointing at each of the faeries as if counting. "This is an... infection, made by things from a plane called Phyrexia. It'll corrupt things it touches unless it's killed, and once it gets too far apparently it'll turn them against their friends. I've been testing on plants, so I haven't seen that yet."Ani does another count, this time counting the ones that might not survive the procedure. Once that one's done, he tries to find the least-poisoned faerie he can find to make sure that he can show a working procedure. "I... We've been working on something to counteract it. It's not fully ready yet, but I can stop... some of it. I don't... I don't fully know what'll happen if I try to kill oil that's taken over something important, but anything else I can do safely for sure." "Anything, do anything, it has to be better than this." Twisted Cure   Instant  Destroy target nonland permanent, then choose one— • Create an enchantment token with "At the beginning of your upkeep, you lose 1 life." • That permanent's control creates a token with "At the beginning of your upkeep, you gain 1 life."
Focus - aethercast is weird with this at instant speed, you're usually just going to throw this on something that's through unblocked anyway. 7/10

Ani takes deep breaths as the air shimmers with his magic. He crouches down to to help one of the least corrupted faeries. "This shouldn't hurt. Okay, very carefully..." His magic shaves off layers of corrupted skin, which leaves the skin under it uncorrupted but raw. Ani grimaces and starts typing a message to Kirilo. "I'm going to need some help if I have to keep doing that..."This card seems very powerful. I'm not sure what I'm supposed to choose on this, which is probably a good thing. This is now a card I want to play. The second token needs to be an enchantment too, though. 10/10 Aether Treatment   Instant  When target creature you control dies this turn, return it to the battlefield tapped with a +1/+1 counter on it.
