(Jester isn't a sanctioned creature type, but I don't think anything else fits. So I am making it a creature type- we have other specialized jobs, so why not the funny guy/gal?)
Extravagance Tax: I see no inherit issues, other than Wizards moving away from loss of life to damage but that's a personal issue so, good work! 10/10.

Pointy Jester Creature - Goblin Jester Deathtouch , Exile ~ from your graveyard: put a -1/-1 counter on target creature for each jester you control. More than just a prick. 2/3
Mire: Wording is a bit off, you can just say "if a nonland card was discarded this way" but you get the point across. Solid. Maybe because losing a mana or taking a bolt and pitching a card is problematic for two black, especially as Duress and similar cards specify nonland for a reason. 8/10.

Obris grimaces and withdraws. If there's one thing a Rook hates, it's a pun - especially a situational pun, a staple of the Consensus revolutionaries.
On Capped Jester: This is a fascinating defensive creature (a rare thing in these colors!) and probably appropriately costed and raritied, but I'm a little confused by the pseudo-tap-ability nature of the trigger. It feels like it either wants to be a tap ability with a condition attached to it or a triggered ability without the must-be-untapped-then-tap-it thing. Erring on the side of the latter so that you can still get in with it. I'm hovering between a 7 and an 8, but I'm going with the latter because there's nothing actually wrong with this card despite the quirk, so 8/10 it is!

Jester's Rock Artifact , , Exile ~: Exile target attacking creature with 1 or less power. The poor beast had no idea it would follow the shiny object into another dimension.
Fist of Varvale: I like it. I think it does a little too much for being an uncommon land. Don't like the vehicle-esque style way of making it a thing, but that's personal preference to man lands and won't affect rating. 8/10. It's easy to abuse land sacrifice, even in red, and this is free damage if so. But it's easier to abuse landfall and at least, with EDH, Gitrog Monster and Titania can't run it so it's not frightening there.

Rock and Roll Jester Creature - Human Jester Sacrifice a tapped land: ~ deals 2 damage to target creature. Sacrifice an untapped land: Add one mana of any color. 2/1 He took the phrase a little too literally.
I think that's how it'll look what with new mana adding wording... which is still weird and I don't like it but I don't make the rules, just follow 'em I guess. Knock Rock: I love it. Easily abusible in commander with land shenanigans, but there are better lands for them to run so works for me. 10/10.

Fall of Agahia Enchantment - Saga (As this Saga enters and after your draw step, add a lore counter. Sacrifice after III.) I, II — Gain control of target creature until end of turn. Untap it. It gains haste until end of turn. III — Up to two target creatures fight another target creature.

Shuffling Ghoul Creature - Zombie Jester , sacrifice ~: You lose 2 life and draw a card. The groans weren't just from the undead. 1/2 Fall of Agahia: I like it. Simple, effective, and makes me actually like a Saga. 9/10, just for I and II not directly working with III without something like proliferate.

Shuffling Ghoul is a nice design - I actually think it could be common without too much of a problem. It's also a good counter to Fall of Agahia, since you can quickly sac it if they try any funny business. On the flip side, it works just as well with the Fall, since you can do the standard "grab 'n' sac" with it. A solid 9/10.
Long story short, I only made a character with 11 points-- and ended up spending 12. Didn't notice it until I leveled up there, so I just won't buy anything and redact 100 from my current Valor as if I bought a thing.
In case anyone noticed that, next time I err such, please tell me-- I don't want to be the fool. "And they call me the fool!"

Skydart Ridge: Should probably enter tapped? I get what you're going for with the haste and all but still... I suppose the sacrifice may be able to make up for it not though, as well as only tapping for . 9/10, just for concerns about land creatures in general.

Right. . . Forgot about that, well. . . Anyways, pretty decent card, course without any way to tap itself, it might be able to get away with a smaller cost on its ability. But good enough of a card to run. 8/10
And as the bells and laughter jingled for their final time, fading into the distance, a new pulse of energy took her place. A new spark - perhaps a noble King, a detective, a Phyrexian?
No... it's but a man in a helm and a breastplate. He looks around, confused. "W-where... where am I?" he asked aloud, dazed and confused. "Did I..? Could it be? A planeswalker?!" he exclaimed to the dark sky. "We have legends, but... B-But, I'm nobody!" he said, grabbing his spear tightly. "I... I have to find something to do. I need someone. Someone respectable..."
And thus, begins the adventure of Aiden - his schtick? Attracting and guarding legendary creatures. From the most ferocious of commanders, to the most loyal of pups, he will protect everything he can.
After wandering for a while, Aiden hears something rustle in the nearby bushes. Upon inspection a large crater. A large green glowing crystal and some golem made out of a similar material in the center. The golem is being grappled by some animated vines surrounding the base of it. Before Aiden has time to think a vine grasps at his ankle and trips him to the ground, trying to pull him in.
Grasping Vine Instant Tap target creature. If it has flying, it loses flying until end of turn.
(I know green doesn't really do tapping other creatures, but it's for flavor and to give it a small effect that can work even when no creatures have flying)
Feeling the golem's struggled and then the vine around his ankle, he quickly yanks out his spear and cuts off the vine. He steps back and takes a deep breath before he sprints to the bottom of the crater, sliding and sorta tumblign the whole way, fending off vines when he has to, trying to reach the restricted creature.
Loyal Soldier Creature - Human Soldier Sacrifice ~: Target creature you control gains protection from the color of your choice until end of turn. 1/2
Grasping Vine: As you said, monogreen doesn't tap things besides lands for big dudes (paraphrasing), and this is no different. It would be acceptable if it was , tap target creature with flying maybe - Plummet and many other green cards specifically hate against flying and do nothing without a flying creature on the battlefield. Gonna have to go with 4/10 for breaking the color pie a little, maybe it's just a really heavy bend but still. Green hates flying/artifacts/enchantments, so it could just tap one of those specifically.
I am compairing this to Dauntless Bodyguard, and this looks good. Nothing bad about it, just an overall good common design. 10/10. Simple and effective.
Once Aiden reaches the creature and frees it, the large stone's glow in the center dims, and the vines become lifeless and limp. The golem looks up and nods in appreciation. This is cut short however, and the gem now flashes to life again, this time a red glow, catching both by surprise.
Abrupt Eruption Instant This spell can't be countered. ~ deals 3 damage to each creature and planeswalker. "Rocks can fall faster than the mind can think"
Aiden instinctively gets behind cover of his shield, hopping between the seemingly magic stone and the golem creature. "Stay down!" he shouts, not sure if the golem can survive this better than he can, but trying anyway.
Aiden, Valorous Protector Legendary Creature - Human Soldier : ~ gains indestructible until end of turn. : Target permanent you control gains indestructible until end of turn. 2/1
Abrupt Eruption: Anger of the Gods but one more red, hits walkers and is uncounterable. Maybe instead just to make sure it's not a little too amazing for red. 9/10. Though, as an EDH player, red needs a lot of help these days.
Uncommon legendaries are sometimes hard to balance and keep interesting, so good on you. I love it, and the only thing I find myself wanting from this is some flavor text, but I don't take off for that. 10/10.
After the flames pass, Aiden looks over to see the golem on the ground. There is some small cracks, but nothing large. The crystals glow changes from red to black, as purple bolts of necrotic energy begin to lash out.
Lingering Wounds Enchantment Players can't gain life. Whenever a creature would be dealt damage, put that many -1/-1 counters on that creature instead. At the beginning of your upkeep, put a -1/-1 counter on target creature with a -1/-1 counter on it.
"Does this never end?! What did you do to make this thing hate you so much?" Aiden says, not 100% sure how to fend off death energy, when his speartip starts to glow, and out pops some kind of ball of light and defends the pair in a dome of light.
Barrier of Light Creature - Elemental Defender, protection from black A guardian in a time of need. 0/3
Lingering Wounds: Erebos' static effect but everyone, reverse Vigor for everyone, and proliferate but only for -1/-1. And all for 4 mana! I suppose they don't have the benefit of a body, or potential body for Erebos, and it hits you as well. 10/10.

Before the soldier, a crown suddenly manifests from the aether. It begins to whisper: "Aiden... you have served so very long. So very long, with no reward... here is your reward. Take me, and ascend to your rightful rule..."

Choose target creature. If that creature's controller passed the trial, it can't block this turn. Otherwise, gain control of it until end of turn. Untap it. It gains haste until end of turn.
This is just a smaller Wall of Light, so the balance seems good. I would say I would rather it be a 0/4 but that may be too much, especially with protection from black removal. I'll give it a 10/10, although this may be a tad underpowered without a small ability tied to it. Small thing, wouldn't it be a wall? At least in addition?
The golem struggles to get up, now protected it has time to speak. The words "Seal it" echo from it. It may be saying that it means to seal the crystal somehow. It looks at Aiden for a responce.
Soon after this happens, the crystal's glow changes to blue, and launches a pulse that disperses the barrier of light, and weakens both of them.
Mana Dispersal Sorcery Return target creature to its owner's hand. Tap all lands its owner controls.
