This is something you should consider if you want to include a returning mechanic on your set.
Keep in mind two things:
1. This is Mark Rosewater's opinion on the mechanics
2. This is not a scale to determine if a mechanic should be included. It is more a measure of the amount of work you will have to put to include a mechanic in your set.

For those who don't know, the Storm Scale is Mark Rosewater's personal scale on how likely a mechanic is to be reused in Magic. It rates these mechanics on a scale of 1 to 10, with 1 being the most likely, and 10 being almost never. While this may not completely translate to MSE's Standard and other environments, it's still a good thing to consider when deciding on what mechanics to slip into your next custom set; after all, if it's rated low on the Storm Scale, there's probably a good reason for it.(Playabiltiy issues, general dislike, bah-roken-ness, etc.) However, even MaRo admits that the Scale isn't perfect, and low-ranked mechanics can still be reprinted. It is just something to keep in mind.

When looking at the Scale, remember that all mechanics have a chance of being reprinted, some larger than others. When looking for a mechanic to put into your own set, there are 5 qualities to consider: Space, Popularity, Development, Playability, and Versatility.
I'm almost positive I missed keywords and mechanics, and I'd love help weeding out those that I did miss, or miss-wrote. Also, as a question, do we want to attempt a MSE Storm Scale, reflecting the ranking of custom mechanics in the five qualities above? If not, that's fine, and I'll try to keep this updated with current mechanics.

What To Consider

- Popularity: Did players actually enjoy playing with the mechanic? If not, it's almost guaranteed to be placed below rank 5. (It means 5 an up on the scale)
- Development: How many problems does the mechanic cause while trying to develop around it? The less, the better.
- Playability: Does the mechanic affect the player ability to play with it? Be careful with any mechanics that do this!
- Versatility: Does this mechanic play well with current Magic, and how much support does it require? The better it plays, and the less support required, the better.
